Description:The Technical Workforce Development Manager is responsible for working with clients to build the workforce of the future. In this position, you will Consult with Senior Leaders, HR professionals and critical skill experts to diagnose and address challenges to attracting and developing technical professionals. Some of the initial areas of focus will include Cyber, Autonomy, and Data Analytics. As part of this work, you will have the opportunity to create, develop, and implement cutting edge workforce development solutions that energize the Rotary and Mission Systems team to deliver business results.

RESPONSIBILITIES
• Set the vision and grow our technical professional development programs in alignment with RMS and LM strategy
• Lead development and implementation of Cyber Apprenticeship programs, partnering across RMS and the broader Lockheed Martin Enterprise
• Create repeatable process for assessing workforce gaps and developing build strategies to address critical skill gaps
• Be a thought leader for technical development, influencing the organization to evolve its culture
• Work across stakeholder groups and Centers of Expertise to integrate our approach for attracting and developing technical talent
• Consult with key clients and organizational leadership to prioritize learning needs and allocate resources
• Promote a learning culture that encourages curiosity and knowledge sharing
• Challenge and inspire experts to create accessible content that share their knowledge
• Upskill technical experts and high performers in applying Knowledge Continuity processes to their daily work to support capability development
• Partner with Talent Management Team to integrate the identification of knowledge loss risks and experts into our existing HR Processes
• Evaluate the effectiveness of our learning programs and implement solutions to improve quality and effectiveness
• Build / maintains professional, academic, and industry contacts and partnerships, bringing innovative solution options to the team
Basic Qualifications:
• 10+ Years designing and delivering learning solutions in large organizations
• Leadership Experience
• Willing to travel
• Experience consulting with clients
• Significant experience with career paths and job architecture
• Experience developing technical professional development programs
• Understanding and application of Knowledge Management Processes
• Ability to identify key stakeholders, define criteria for success, and effectively manage teams
• Strong project planning / project management skills and proven track record of meeting deadlines on time and on budget. Ability to prioritize competing priorities in a fast-paced, rapidly changing environment with minimal oversight
• Possess strong leadership, customer focused, well developed interpersonal skills, effective decision making, and the ability to communicate effectively in written and oral communication, including excellent training, facilitation and internal/external consulting skills
• Demonstrated ability to manage change and complexity
• Experience managing enterprise wide employee development programs
• Ability to influence others and build collaborative relationships
• Ability to analyze data, understand trends, and make recommendations based on your findings
• Ability to apply innovative approaches to existing development programs
Desired Skills:
• Experience and depth in Agile approach to development
• Experience in Engineering or other technical field
• Experience with university and/or high school apprenticeship and partnerships
• Experience with Instructional Design and innovative / alternative approaches to learning
• Experience training in Manufacturing Environment
• Active clearance
• Advanced degree in related field
