Job Description

The Global Positioning System (GPS) Next Generation Operational Control Segment (OCX) program develops a new ground segment of the GPS system to improve accuracy, availability and cyber protection of GPS navigation signals. The Prime contract requires the development, installation, deployment and transition of hardware and software of GPS control stations at Schriever Air Force Base and Vandenberg Air Force Base, advanced monitoring stations around the world and upgrades to legacy Ground Antennas with a future option for long-term contractor support (O&M).

The Platform and Automation Integrated Product Team (IPT) Lead is responsible for cost, schedule, and technical performance for the GPS OCX software development environments, the deliverable Master Control Station, Alternate Master Control Station, Transition Support Facility, System Integration Test Lab, and other Operations-like and non-Operations-like environments used to support test and development as well as overall development and implementation of Development to Operations (Dev Ops) architecture and automation for infrastructure deliverables, including oversight of all automation developed for the program. This position manages over $500M in scope with annual sales exceeding $40M and reports to the GPS OCX Deputy Program Manager.

Responsibilities include:
  • Management and technical oversight of 100+ Engineering and Information Technology (IT) staff to design, build, test, and maintain all development and deliverable environments
  • Oversight and control of IPT technical, cost and schedule along with generation of metrics and artifacts to include provision of inputs and rationale for the program Estimate At Completes (EACs)
  • Generation of an executable plan, adhering to program cost and schedule constraints, for all IPT scope including all IPT suppliers
  • Providing leadership across the IPT, including building a strong team across all supporting functions including coordinating personnel requirements for the IPT
  • Ensure strong collaboration across the program, to include the GPS OCX Program Management Office (PMO), other IPTs, Cross Product Teams (CPT) and other applicable functions
  • Communicate status and issues to the GPS OCX PMO, Customer, and the IIS Leadership Team
  • Lead qualification of program infrastructure and support qualification of all infrastructure-dependent OCX elements
  • Support IIS functions in development and deployment of new processes, methodologies, technologies and tools to continually improve IPT efficiency and quality
  • Lead development of long-term strategy for the IPT including obsolescence and technical evolution and support new business by leading Engineering Change Proposals (ECPs) and Rough Order of Magnitude (ROM) estimates
Required Skills:
  • 12+ years of experience in progressively responsible project management roles
  • 3+ years of experience as a Program Manager or an IPT lead on a development program
  • Level 5 Raytheon Program Management certification, level 4 or above preferred
  • Experience as a Cost Account Manager (CAM) including strong knowledge of Earned Value Management (EVM)
  • Proven track record of delivering to a customer commitment on time and within budget
  • Experience leading ECPs and ROMs including generation of Basis Of Estimates (BOEs)
  • Proven strong time management skills and ability to multi-task in a fast paced, stressful environment
  • Strong people skills with the ability to mentor and motivate cross discipline Front Line Leaders (FLLs)
  • Strong written and verbal communication skills with the ability to articulate strategies in a clear and concise manner
  • Demonstrated experience communicating with Raytheon Mission Area Leadership teams
Desired Skills:
  • Experience in execution of Firm Fixed Price (FFP) programs
  • Current experience with the IT Infrastructure technologies, processes, methodologies and tools used in the Defense and Aerospace and Commercial industries
  • Experience in Software and Hardware integration and test experience
  • Planning and implementation for sustainment and maintenance of IT deliverables
  • Experience as a Risk Manager on a technical development program
  • Experience as a Program and/or Technical Subcontract Manager
  • Experience with Information Assurance and Cyber Security development
  • Experience with the USAF including the AF Space and Missile Systems Center
  • Development program experience in test and deployment automation
  • Track record of successfully deploying new processes, methodologies, technologies and/or tools
Educational Requirements:


Bachelor’s Degree in Electrical Engineering, Computer Science, Engineering, Math or other relevant technical discipline


Security Clearance:

Must have an active Secret Clearance or higher
