Job Description:


The Contractor shall support the gathering and analysis of regulatory performance and cultural information to produce gap analyses and, where possible, identify correlations across a range of variables that will lead to robust, systemic solutions to address existing or potential vulnerabilities. The contractor must perform the following in completing this task:

      • A review and analysis of data procured from a wide range of sources. Sources include, but are not limited to: internal and external audits and investigations (i.e. Office of the Inspector General, Government Accountability Office, Quality Management System, Audit and Evaluation Service of the FAA, Safety Risk Management Division in FS, etc.); additional sources include, but are not limited to: Certificate management data from the Safety Assurance System; Labor relations data such as Unfair Labor Practices, grievances, complaints; whistleblower submissions; team/office meeting artifacts such as notes, minutes, presentations, etc.)
    • Conduct assessment(s) that procures the above data associated with specific teams or offices as designated by FS, including collection and analysis of assessment data related to variables identified in the “Scope” section of this SOW.
    • Complete a gap analysis of current-state and desired end-state cultural and regulatory performance indicators by team and/or office, as applicable
    • Support reporting of findings to key executive and senior leaders in FAA FS and AVS.
     

    Recommend Systemic Solutions to Address Vulnerabilities

    The contractor must perform the following in completing this task:

    • Collaborate with FS entities to recommend solution-interventions and the means to evaluate their efficacy in addressing vulnerabilities.
        • Entities include, but are not limited to: Safety Risk Management Division, Workforce Development Division – Leadership Development Branch, Safety Analysis and Promotion Division, Offices of the Directors of Flight Standards, Associate Administrator for Aviation Safety.
    • Evaluate FS processes, tools, and assessments and recommend changes that will allow FS to identify and address vulnerabilities.

Qualifications

Required Education and Experience:

 

  • Bachelor’s Degree in a related field and 6 years of direct aviation experience concerning flight operations and, as appropriate, experience as a pilot with a commercial or airline transport pilot rating.
  • Bachelor’s Degree may be waived with 10 years of experience in performing the above duties.
