GEOINT Standards Developer - Imagery Standards (Expert)

Overall Assignment Description:

Work in collaboration with NSG & ASG community membership, international partners, and other members of the GEOINT & IT Standards Division to ensure current and updated standards content for still & motion imagery standards meet capability delivery dates for NGA & NSG initiatives and solution providers.

Duties Include:

  • Responsible for providing specialized advice and assistance on complex technical projects. Is widely known in his/her field of expertise. Independently performs a variety of system analysis, design and/or engineering tasks that are broad and innovative in nature. Participates in national level steering and advisory groups, panels and committees. Advises/mentors technical personnel at all levels and reviews work for technical accuracy. Guides the strategic growth of scientific imagery programs.
  • Serve as a Subject Mater Expert (SME) on development of Still and/or Motion Imagery Standards with the objective of facilitating compliance and interoperability through integration of NSG & ASG requirements while reducing technical and schedule risk in the following functional areas:
    • Still Imagery standards including, but not exclusive to:
      • NITF
      • NITF Extensions (MIE4NITF, SIDD, SICD, etc.)
      • NATO Imagery STANAGs (NSIF, for instance)
    • Motion Imagery standards & phenomenologies including, but not exclusive to:
      • Electro Optical (EO)
      • Large Volume Motion Imagery (LVMI)/Wide Area Motion Imagery (WAMI)
      • Infrared Motion Imagery Standards (IR)
      • Multispectral Imaging (MSI)
      • Hyper spectral imaging (HSI)
  • Ensure current and future GEOINT standards will satisfy capability requirements at the programand strategic level across NGA, the NSG, and ASG.
  • Develop capability based standards profiles & reference architectures to enable search, discovery, access, and retrieval, integrated intelligence, and advanced analytics are enabled.

Skills and Experience:

Required:
  • Bachelor’s degree in technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program.
  • Extensive experience with:
    • Still Imagery collection, encoding, and operations
      • Still Imagery standards & Tagged Record Extensions (TRE)
    • Motion Imagery collection, encoding, and operations

 
    • Motion imagery phenomenologies, such as:
      • Electro Optical (EO)
      • Large Volume Motion Imagery (LVMI)/Wide Area Motion Imagery (WAMI)Infrared Motion Imagery Standards (IR)
      • Multispectral Imaging (MSI)
      • Hyper spectral imaging (HSI)
    • Imagery compression formats and metadata schemas Desired:
  • Master’s degree in technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program.
  • Extensive experience with:
    • Still Imagery Standards and Extensions:
      • NITF
      • Tagged Record Extensions (TRE)
      • Standards Extensions, such as:
        • MIE4NITF
        • SIDD
        • SICD
    • Motion imagery standards & phenomenologies, such as:
      • Motion Imagery Standards Profile (MISP)

ICAL EDUCATION AND EXPERIENCE: Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience
