Description

JOB DESCRIPTION:  
  • Serve as the primary technical manager for testing and assessment in the areas of: - PLANNING AND ANALYSIS SUPPORT - INNOVATION DEVELOPMENT AND TESTING 
  • Provide technical expertise and direction to support testing of innovative material solutions and technologies, integrated with the non-material strategies, and techniques 
  • Provide expertise to ensure that assessment activities are in an environment that replicates real-world use, to determine if a capability can fill a military need 
  • Testing of innovative strategies, techniques and technologies; support test implementation to include technical planning for and insertion of capabilities into live, virtual, and constructed venues 
  • Provide expertise to ensure that assessment activities are rigorous, based on scientific methodology, and that results are free from bias.  
  • Performs Systems Engineering activities related to Information Technology or Engineering including: concept of operations formulation, requirements definition, analysis and engineering, system architecting, system analysis and design, interface and data architectures, validation and verification, systems integration, system & op. performance analysis, Lifecycle cost analysis & estimation, decision analysis and physical configuration analysis (PCA) . 
  • Ensures the logical and systematic conversion of product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. 
  • Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software or engineering specifications.  
  • Provides specific, detailed information for selection, implementation techniques, and tools for the most efficient solution to meet business needs, including present and future capacity requirements. 

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: 
  • Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience
CLEARANCE REQUIREMENT:
  • Clearance Level Must Currently Possess: Top Secret (TS)
  • Clearance Level To Obtain: TS/Sensitive Compartmented Information (SCI)
REQUIRED EDUCATION AND SKILLS:
  • Bachelor’s (B.S. or B.A) degree in engineering, or related field 
  • Five years of experience in a supervisory or management role related to test and evaluation in mechanical, electromechanical, or electrical/electronic systems in a DoD environment 
  • 14 Years or more experience in the described areas 
DESIRED EDUCATION AND SKILLS:
  • Master’s degree in engineering, or related field 
  • Demonstrated experience developing, editing, evaluating, and managing production of technical documentation, program material, and doctrine 
  • Ten of years of experience in test and evaluation, study and analysis, and experimentation design with mechanical, electromechanical, or electrical/electronic systems in a DoD environment
