Senior Manager - Program Management (G12)

The Raytheon Space and Airborne Systems (SAS) Advanced Electro-Optics (AEO) team is seeking a Senior Program Manager (SPM) to lead programs in our Advanced Sensors and Components (ASC) program area. This is a key leadership role in advancing SAS electro-optic product capabilities. The ASC portfolio consists of programs expanding Raytheon’s EO technology leadership positions in areas such as direct and coherent detection ladar, synthetic aperture ladar, vibrometry, IRST, EOCCM and IP protection technologies.

The ASC SPM leads a large team of highly capable science and engineering staff, as well as other functional support team members, to execute strategy, establish goals, and be responsible for cost and schedule requirements of important advanced technology development and system demonstration programs. The SPM will participate in the management of multiple small and large contracts both through direct PM assignment as well as overseeing other PMs as direct reports. They will work across all functional organizations to staff their programs and ensure the timely delivery of products and services in accordance with ASC contract requirements and Raytheon SAS policies and procedures. The SPM must establish milestones and monitor adherence to program master plans and schedules, develop control systems and reports that accurately measure progress, identify potential problems in sufficient time for corrective action to be taken, and ensure the meeting of ASC contractual and financial commitments.

The SPM partners closely with AEO and ACT leadership to develop strategy and growth plans, and drives capture activities to achieve growth goals and commitments. This requires frequent customer and internal management interactions to ensure good communication and relationships. The individual will communicate with not only the ASC customer base, but be able to influence other potential customers as well as internal product lines leaders to support growth. The role is based in El Segundo, CA, and requires managing activities and staff across multiple sites in different states, as well as travel to customers at various locations across the US.

Required Qualifications:

  • Minimum of 12 years of experience working in science or engineering.
  • Bachelor’s degree required in science or engineering, with Master’s Degree preferred.
  • Minimum of 10 years of experience as a Program Manager of challenging technology development and demonstration programs.
  • Minimum 5 years of experience successfully managing Contract Research and Development (CRAD) efforts preferably for DARPA, AFRL, ONR or similar customers within classified environments.
  • Experience leading new business capture activities winning new business in a competitive environment
  • Active and passive EO technology, system design and testing knowledge.
  • Demonstrated experience managing program staffing, assignments and resources in multiple locations.
  • Ability to manage, track and report for finance reviews or equivalent process review
  • Active Secret with SSBI clearance – current within 5 years
  • US Citizenship is required
  • Must be able to travel 20% travel
Desired Qualifications:
  • Experience with Raytheon IPDS processes working successfully with Functional organization support.
  • Proven track record maturing DoD technology development efforts into field/flight test programs.
  • Ability to focus, evaluate, motivate and reward teams, enabling them to achieve desired results.
  • Program Certification Level 4, or equivalent, with ability to obtain Program Certification 3 within one year
  • Experience transitioning technology demo programs into EMD and production programs.
  • Proficiency with partnering in matrixed organizations such as finance, contracts, engineering.
  • Strong proficiency in written, interpersonal and presentation skills and natural ability to provide compelling messaging to senior management and customers.
  • Experience leading organizations executing and improving program management processes such as IMP/IMS and EVMS, LRE and EAC generation and maintenance, risk and opportunity management and program financial planning and analysis.
  • Ability to mentor early career team members
Required Education: Bachelor’s degree in engineering or a related field
