Raytheon Middle East Systems (RAYMES) Jeddah, Saudi Arabia is seeking a highly motivated Human Resources Generalist (HRG) with international experience to join its Human Resources team supporting the RAYMES organization. This role will require a minimum 2 year deployment. Relocation will be provided in the form of an MOU package, to be provided during the length of the deployment.

The role of the HR Operational Manager will be to deliver comprehensive, fully integrated and sustainable human resource support impacting all RAYMES employees including U.S. expatriates, Saudi nationals, and other foreign nationals. The HR Operational Manager will help drive a high-performing culture that supports Raytheon’s Vision, Strategy, Goals, and Values. A significant responsibility of this role will be supporting the Sr. HR Manager by overseeing daily operational requirements that help drive business objectives through the HR function while supervising a team of HR professionals to accomplishing RAYMES HR goals.

In addition, while working for the RAYMES Sr. HR Manager, the HRG will consult with local leadership and US-based team members regarding compliance with local laws, required processes, and knowledge of matters related to government requirements for labor and employment.


This position is a level G10 salary grade level based on the candidate's qualifications as they relate to the skills, experience and requirements for this position

Responsibilities include, but are not limited to, the following:

  • Develop effective relationships with RAYMES Business Leaders & Functional leaders and utilize reach-back within a complex matrix environment.
  • Ensure that local HR policies and practices are in line with Raytheon governance and local regulations.
  • Assist new employees with orientation to Raytheon and the RAYMES office
  • Administer in-country Benefits including the enrollment of employees into the company benefits program, the management of the pre-employment medical screening process, and other related duties.
  • Ensure that performance management and compensation processes are aligned with Raytheon processes resulting in fair and equitable treatment for all employees.
  • Drive RAYMES program support by supervising and holding HR team members accountable for the effective and timely execution of all HRG requirements.
  • Working with RAYMES TA, establish a talent acquisition strategy by leveraging US resources, creating a candidate pipeline, and maintaining relationships with Saudi employment agencies
  • Implement strategic talent management processes necessary to develop global business leaders and high performing employees.
  • Perform leadership and guidance to the vendor and Government Relations team as related to immigration, employment documents, and work authorizations

Basic Requirements:
  • BS/BA Degree in a related discipline
  • A minimum of 8 years of related experience
  • Technically proficient with Microsoft Office and email
  • Experience as a strategic HR partner with demonstrated success driving business results
  • Experience and understanding of a wide array of Human Resources management systems and tools, including talent and performance management, compensation, and rewards systems
  • Experience working in a fast-paced work environment with the ability to make sound, timely decisions with limited information.
  • Previous supervisory and management experience

Desired Skills:
  • Prior experience supporting international programs and/or initiatives (highly desired)
  • Familiarity with Saudi labor law and HR processes
  • Ability to influence and manage change, with an ability to work with all levels of the organization and in a team environment
  • Ability to think strategically with excellent analytical and problem-solving skills
  • Strong business acumen and diverse business perspective
  • Experience working with a multi-cultural workforce where policy implementation may not be easily applied due to difficulty reconciling host country and U.S. labor law.
