Position Description:

SAIC is currently looking for a Project Manager (PM) in Washington, DC to support the Vanguard 2.2.1 Program, Information Assurance Service Line.  


The Project Manager will support the Department of State (DOS), Bureau of Information Resource Management (IRM), Information Assurance (IA) Directorate, Assessment and Authorization (A&A) Division.  

The PM will provide dedicated support to IRM/IA/ITSC/A&A to include but not limited to:

1. Manage/Oversee resources assignments

2. Master scheduling:

  • IPTs
  • Consular Affairs, Diplomatic Security 
  • Pen Testing

3. Ad hoc assignments

4. FISMA quarterly forecasting

5. Backlog strategies

6. Assist A&A stakeholders with documenting new or updating existing plans, processes, procedures, work instructions and other documentation, identifying where processes can be streamlined, ensuring that the document management process is followed. 

The PM will report directly to the Vanguard 2.2.1 IA Service Line Director.


Description of Duties: 

  • Manage/Oversee a team of security control assessor and IA Support staff.
  • Coordinate with A&A senior management and Vanguard 2.2.1 senior management on status of project.
  • Document and mitigate the risks associated with each project.
  • Initiate any A&A documentation necessary for projects that require an Authority to Operate (ATO).
  • Track project schedules to ensure milestones are met on time or adjusted as required if external factors impact project schedules.
  • Communicate any issues that may hinder or impede the successful execution of the project schedule.
  • Maintain a risk register for each project.
  • Maintain a change log to track any changes associated with the project.
  • Determine a clear scope definition of the each project.
  • Monitor to ensure each project stays within budget and scope or take the necessary corrective actions to bring projects back to an acceptable variance.

Qualifications

Required Education: 

Bachelors and 6 years or more of related experience

 

Typical Education and Experience:

  • Prior experience as a Program or Project Manager
  • Ability to use Microsoft Word, Excel, and Project.
  • Ability to develop resource loaded project schedules
  • PMP training
  • Proven people management skills.
  • Experience managing complex projects in a multivendor environment.
  • Excellent communication and writing skills.
  • Proven track record in executing multiple concurrent projects.
  • Clearly articulate requirements and other information in written documentation and effectively communicate technical and non-technical concepts to a variety of audiences.
  • Broad understanding or knowledge of risk management practices and security program development including change management, access control, and physical security.
  • Proficiency with Microsoft Office. 

Clearance Requirement:

SECRET 

Desired Experience/Skills/Attributes: 

  • Bachelor degree in a computer science/computer engineering related discipline or equivalent years of experience and expertise
  • Three years Project Manager experience
  • IT background highly desired
  • Prior Department of State experience highly desired
  • PMP certification highly desired
  • Demonstrated strong organizational and time-management skills: multitasking, working individually and with a team, having a positive attitude, being self-motivated and reliable, being trustworthy, having strong interpersonal and diplomatic skills, and being able to handle stress in a professional manner.
  • Experience assessing Federal information systems’ compliance with the Federal Information Security Management Act (FISMA).  Specifically, conducting independent security control assessments in accordance with NIST SP 800-53, 800-53A, CNSSI 1253, and the Risk Management Framework (RMF) described in NIST SP 800-37.
