Position:  861-Financial Analyst Type:  Full Time Location:  Anchorage, Alaska

Frontier Technology, Inc. is seeking full-time Financial Analyst to join our team of qualified, talented, and diverse individuals. The Financial Analyst will support the Alaskan Command (ALCOM) which is a sub-unified command of USNORTHCOM in Anchorage, Alaska.

Job Description:

  • Monitor obligations incurred and the actual expenditures of each appropriation
  • Monitor the use and rate of expenditures of funds by using financial systems
  • Review funding documents and accounting records for accuracy and completeness using government systems such as Department of the Navy Financial Management system (STARS/FL), Department of the Air Force Financial Management system (BQ), Defense Travel System (DTS), and/or Commanders Resource Integration System (CRIS).
  • Conducts research into prior year spending and obligations to identify and analyze trends in the use of funds, and evaluate the effects of continuing changes in program plans and funding
  • Prepare a variety of reports covering the status of funds and expenses
  • Compare obligations and expenditures and identify conditions of over- or under- obligation of fund
  • Obtain and provide information concerning the use of appropriated funds for specific purposes by researching appropriate legal and regulatory guides issued by the Department of Defense, Department of the Navy, Department of the Army, and the Department of the Air Force
  • Advise ALCOM leadership on the status and availability of funds. 
  • Manage temporary duty (TDY) funding to include providing direction on using the Travel Management website.
  • Prepare and file documents related to the duties above.
  • Assist in other financial management duties, such as creating instructions on how to use the Financial Management SharePoint website and purchase forms for travel and supplies; local purchase request form (LPR).
  • Assist in creating and maintaining the Managers’ Internal Control (MIC) Program
  • Perform GPC monthly and semi-annual reviews, Headquarters audits and suspenses.  Assist staff with procedural guidance and training on GPC issues.
  • Respond and assist with Audit Readiness requirements and reporting as directed by Headquarters.

Education

Bachelor’s Degree

Experience

  • Knowledge of commonly used budgetary methods, practices, procedures, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts.
  • Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to DoD.
  • Skill in the application of methods and techniques (e.g. cost-benefit analysis, amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in programs and funding.
  • Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
  • Ability to communicate effectively, both orally and in writing, to justify, defend, present, and advise on budgetary processes/actions.
  • Knowledge of finance systems: Standard Accounting and Reporting System, Field Level (STARS/FL), Defense Travel System (DTS), Defense Civilian Pay System (DCPS), Automated Business Services System (ABSS), Comprehensive Cost and Requirement System (CCaR), FM Suite, Commander’s Resource Integration System (CRIS), Electronic Data Automation (EDA), and Wide Area Workflow (WAWF).

Qualifications – Required

  • Must be a U.S. Citizen with ability to maintain a government security clearance.
  • Excellent written/verbal communication, interpersonal and presentation skills.  Must be able to effectively communicate directly with clients (senior military and Government Civilian leadership). 
  • Ability to read, interpret, organize and synthesize source material into well-written, concise technical style reports in approved formats
  • Highly proficient in Microsoft Office Computer programs including MS Project.
