Job Description:
Raytheon Global Business Services has an excellent opportunity within their Estimating and Pricing organization for a Senior Proposal Analyst. This is an exciting opportunity to become an integrated team member supporting proposal efforts for both the U.S. Government and International customers. This includes proposal development for ongoing programs as well as competitive new business pursuits. This position will report into the SAS Space and Airborne Systems, Secure Sensor Solutions (SSS) Estimating & Pricing group which is located in El Segundo, CA.
Responsibilities include but are not limited to:

  • Develop strategy for winning proposals and new business opportunities.
  • Estimating and pricing lead acting as functional business partner on strategic proposals.
  • Manage large proposals with support from other team members.
  • Provide Pricing and Cost Proposal development for new business and follow-on opportunities.
  • Support all phases of the proposal process from proposal development through negotiations.
  • Compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications and compliant with Federal Acquisition Regulations (FAR).
  • Prepare pricing instructions for proposal kick-off.
  • Set up pricing structure in Advanced Company estimating System (ACES); manage access and inputs.
  • Review cost estimates from performing organizations and vendors to ensure pricing instructions were followed.
  • Analyze Basis of estimates (BOEs) to ensure reasonableness and adequacy.
  • Develop custom cost formats and cost models to meet RFP requirements.
  • Prepare and present internal (Gate 4) management reviews up to Director Level in accordance with the proposal schedule.
  • Support DCAA/DCMA audit requests and customer requests during fact-finding.
  • Participate as a member of the contract negotiating team.


Required Skills:
  • Eager to learn within a fast paced, competitive and evolving environment.
  • At least 4 years of experience in finance, accounting or related discipline developing new proposals for new business.
  • Experience working as a member of a management team including business development, program management, finance, contracts and functional organizations.
  • Ability to support proposal activity at other Raytheon locations, as needed (primarily within the MA area).
  • Experience or understanding of the Capture and Proposal Process (Gate Review Process).
  • Must possess strong experience using MS Excel and strong analytical skills.
  • Strong verbal and written communication skills, as well as the ability to interact face-to-face with senior levels of management and customer organizations.
  • Must be adaptable with an ability to learn processes quickly and apply knowledge to unique situations.
  • Strong organizational skills with the ability to manage time / projects, and prioritize workload.
  • Ability to develop solutions to a variety of problems of significant scope and complexity.
  • Flexibility to deal with a wide range of work assignments.
  • Ability to work independently as well as part of a team.
  • Self-motivated and able to work through problems with minimal supervision.

Desired Skills:

  • Understanding of government regulations related to the development and negotiation of cost proposals (FAR, DFARS, CAS, TINA).
  • Experience working with industry pricing tools such as ProPricer or ACES and SBT Engineering estimating tool.
  • Prior Finance/Accounting experience.
  • Ability to Support the DCAA/DCMA audit process.
  • Knowledge of Supply Chain Management and the Procurement process.

Required Education and Experience:
  • Bachelor's Degree in Business, Finance, Accounting or Economics or related/applicable field and at least 4 years of experience in finance, accounting or related discipline
