Job Description


• Provides development of strategic requirements for mission integration and launch infrastructure across the OSL and NRO enterprise.


• Responsibilities includes cradle-to-grave mission integration planning for strategic future programs.


• Provides advice, risk assessments, and technical evaluations on complex and critical launch systems and processes.


• Addresses cross- program integration, future NOPS planning, and launch infrastructure planning with strategic solutions to support enterprise architecture

Specific duties include:


• Provides space vehicle to launch vehicle integration, manifesting, and launch expertise


• Provides Launch mission management process continuity across the Launch Enterprise


• Coordinate new requirements, capture emerging risks and recommend plans of action consistent with OSL strategic goals


• Interface with key mission personnel from NRO mission partners including launch vehicle contractors, satellite contractors, AF program offices, NASA and other mission stakeholder groups


• Review, document, and trace functional and interface requirements for OSL missions and coordinate with external entities when necessary to resolve issues

 
• Retain cognizance over all launch related studies and provide leadership with timely and relevant assessments


• Maintain familiarity with the NRO strategic roadmap and updates to US space policy


• Generates reports and presentations for launch enterprise internal and external reviews


• Manages coordination process for planning and readiness meetings and standardizes readiness activities where possible


• Performs quality assurance of all launch mission integration products assuring quality products are properly developed, coordinated and delivered


• Provides launch Mission Integration expertise for manufacturing, quality assurance and business management meetings/reviews


• Monitor and assess fleet wide issues affecting mission assurance


• Assists in the development of consistent mission certification requirement process and provides support for launch certification activities


• Assists in the development of launch and mission integration requirements in support of the OSL CBJB and IPBS development


• Reconciles launch requirements against mission execution plans


• Supports collaboration efforts with external launch partners and organizations, including NASA and USAF, to assure common understanding and sharing of resources of certification activities


• Assesses new entrant’s capabilities and processes


• Attend Launch Scheduling/Manifest Meetings as required


• Review and verify new user requirements and support integration into operational baseline


• Prepare and deliver system and operations studies and analyses along with associated risk and impact assessments


• Provide strategic analysis and mission requirements recommendations to update the OSL Infrastructure Roadmap

Qualifications


Required Education, Certifications, Skills, Expertise, Years of Experience:


• Bachelor’s Degree (STEM)


• 10 years of space launch experience


• 5 years government acquisition experience


• Extensive knowledge of NRO/OSL launch policy and procedures


• Thorough understanding of satellite vehicle launch interface requirements, launch transportation and processing requirements


• Ability to perform thorough analysis and quick issue resolution simultaneously

 
• Substantive experience providing risk assessments and risk management recommendations to program managers in support of successful mission accomplishment


• Must communicate effectively with senior management as well as employees at all levels and demonstrate effective writing skills
