The Estimating Analyst develops and revises cost estimating relationships (CERs) for business development proposals.
(Typical duties include the following, although specific duties vary by assignment or contract)
Develops basic to moderately complex estimating spreadsheets, data, models, and templates.
Compiles information from functional elements and ensures that the cost estimates are within proposed work scope.
Analyzes estimates of service, material, equipment and production costs.
Analyzes historical company incurred cost details, and procurement data to obtain estimating reference material to support CER.
In conjunction with company historical performance metrics, industry standards, other estimating applications such as RS Means, develops time to task rationale to support CER development and estimating metrics.
Participates proposal reviews and activities involved in the development and revision of estimates with management.
Ensures compliance with government/customer specifications, company policies and cost estimating procedures.
Maintains and updates proposal estimate file information.
Leads and trains lower level employees in the estimating process.
Performs other duties as assigned.
Knowledge & Skills
Demonstrated proficiency with Microsoft applications especially with spreadsheets.
Working knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR) and related federal and state legislation regulations.
Attention to detail with an ability to handle multiple tasks independently.
Working knowledge of Cost Accounting Standards (CAS).
Excellent mathematical skills.
Experience & Education
Bachelor’s degree in an associated discipline such as business finance, applied mathematics, computer science, engineering, physical sciences, or related field of study; Two (2) years’ experience in project accounting, project finance, project management, data analysis, government contracting, or direct pricing experience may be substituted for each year of the college requirement.
Minimum two (2) years’ experience in proposal estimating and analysis for government contractor. Experience in project accounting, government contracting, project management, engineering, or data analysis may be substituted as related experience.
Physical Requirements/Working Environment
Work in normal office environment with controlled temperature and lighting conditions.
Minimal travel required.
