Raytheon Intelligence, Information and Services IIS Navigation and Weather Systems Mission Area is currently seeking an experienced Program Manager to lead a new program Raytheon Prime program based in Omaha. Raytheon is seeking a multi-faceted individual with in-depth Program Management experience who may have familiarity with Air Force and/or Army Weather programs and requirements, decision makers and the application of advanced technology in support of weather missions and operations.
The Air Force Lifecycle Management Center (AFLCMC), the 557 Weather Wing (557WW) and 55th Wing Contracting Squadron intends to compete a systems engineering management and sustainment program which will include enterprise transformation initiatives such as agile software development/DevOps, Cloud Migration, IT modernization and adaptive legacy system sustainment. The new program will perform lifecycle management of weather systems and will assess the feasibility of acquiring new solutions for the modernization and sustainment of the AF Weather enterprise.

Roles & Responsibilities:
Serve as the primary interface with the Customer in Omaha to ensure that the objectives of the program are being met
Required Skills:12 - 15+ years of management experience and related industry experience
- Work cross collaboratively across Raytheon
- Develop teaming arrangements with Industry partners and subcontractors
- Develop and maintain program budget(s), schedules, staffing plans and track/evaluate technical and programmatic performance in accordance with contractual obligations and Raytheon processes and policies
- Demonstrate the ability to deliver effective cost management of program activities to ensure financial objectives are achieved
- Execute high level decisions on development and delivery issues
- Set program strategy, vision and tactical direction across various multifunctional teams, including subcontractors
P&L responsibility for complex development or modernization through sustainment programs
Experience leading IT SDLC teams of greater than 100 people over $100M annual sales
Bachelor’s degree in engineering or related discipline required, Meteorology, Environmental Science degree desired; Master’s desired
Experience with Space or Weather production programs, Air Force customer knowledge preferred
Experience in preparing and delivering briefings to customer(s), Earned value management system experience especially in a DevOps/Agile Software Development program
Experience managing subcontractors on complex programs
Raytheon Program Management Level 3 Certification or ability to achieve within 6 months
Ability/ willingness to travelDesired Skills:Knowledge/experience of AFLCMC acquisition management system
Experience working with the 4 agencies (Air Force, Army, Navy and National Weather Service)
Background and understanding of the legacy Weather systems to include Weather Data Analysis, Joint Environmental Toolkit, Weather Data Center support and operations
Capture and business development experience, program start up and transition experience
PMP Certification.Special Requirements:
Ability to obtain and maintain Secret level security clearance, with eligibility for Top Secret. Ability to and maintain Air Force clearance.
