The Systems Engineering, Integration & Test (SEIT) Electronic Warfare (EW) Electronic Protect (EP) Systems Department of Raytheon Space & Airborne Systems is seeking a Chief Engineer (CE). We’re looking for proven abilities in developing innovative solutions that meet war-fighter needs to support the EWS business area relating to Electronic Support (ES) and Electronic Attack (EA) capability development.
The CE is the single engineering leadership point of contact and is responsible for all engineering execution of a program. The CE oversees all technical, schedule, and financial performance of engineering work. The CE is accountable to the Program Manager and their functional manager. They are indirectly accountable to the Program Area Chief Engineer and is assigned by the systems engineering organization. The Chief Engineer will interface daily with the Program Area Chief Engineer, Program Manager, and other technical leaders, or individual engineering contributors.

The Chief Engineer guides and directs other assigned Engineering leads to achieve program and technical success.
The Chief Engineer provides Engineering authority to all decisions impacting product integrity, system performance, and system functionality. The Chief Engineer organizes all program independent reviews. The CE reviews all engineering inputs to gates and independent reviews.
The CE supports coordination across program engineering throughout the entire product life cycle. Fosters “systems” thinking across the various technical disciplines.
The CE provides final review of all Engineering inputs for all program execution plans and EAC’s. The CE generates BOEs, weekly highlights and technical reports as required. Including technical planning to include cost, schedule, and requirements for new or high risk activities.
Responsible for the proposed technical solution and establishment of technical baseline artifacts planned throughout the program lifecycle
Utilize business and execution metrics to align organization and drive decision making. Provide accurate, timely, actuals, forecasts and risk assessments, monitor and quickly respond to business changes and customer needs
Establishes and maintains the program technical baseline, ensuring the product is optimized to meet the contractual needs and can be executed within program budget and schedule
Occasional business travel is required

Minimum of 12 years engineering experience in Electronic Warfare or Radar systems with at least 6 years in a lead position
Demonstrated ability at interfacing with senior-level leaders, external customers, multi-disciplined engineering team members, and technical consultants in a fast paced setting
Skilled in proposal preparation, cost and schedule estimation and technical documentation related to contract deliverable items
Experience in cost/schedule development and management (EVMS)
Excellent presentation preparation and delivery skills
Experience in deploying a rigorous Integrated Product Development Process
U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.
Must be a U.S. Citizen with Active (or active within past 24 months) DoD Secret Clearance
U.S. Citizenship and ability to access to US only data systems
Experience with Export/Import Compliance as Systems Security
Working knowledge of software/firmware development embedded on target hardware
Mission & CONOPS analysis
Experience as a LSE or CE on a previous program
System level architecture & modeling experience
Testing with real/simulated threats and flight testing.
Working knowledge with ground based and airborne threat signals of interests
Experience with digital implementations of EW receive components
Experience performing system analysis of complex data processing systems & proven performance analysis skills, fault isolation investigation skills in characterizing, monitoring & tuning data processing systems
Successful Hardware development background including but not limited to RF, Processor, and/or Power Supply designs.
Experience in EW/RF/Microwave Systems design and development
Familiarity with requirements management tool such as Dynamic Object-Oriented Requirements System (DOORS)
Experience in programming with MATLAB/Simulink
Active DoD Top Secret clearance with investigation within five years
Required Education (including major):
Bachelor’s degree in Science, Technology, Engineering or Mathematics (STEM) discipline.
Desired Education (including major):
Master’s / Ph.D degree in Science, Technology, Engineering or Mathematics (STEM).
