Summary:

Managing overall

civil engineering deliverables for the Nuclear Island Engineering and

Procurement (NI EP) project scope of work as determined with the NI EP Project

Manager.

In

particular, managing the subcontractors and driving the deliverables, coordinating,

and administering the NI EP project scope of work from the Design Review stage

through planning, engineering and procurement, followed by engagement.

In

particular, driving the NI EP project execution plan to ensure that the deliverables

are provided in accordance with the contract requirements, standards of quality

and safety, all to the Owner’s expectations.

Su

pporting

the development of NI EP budgets and schedules, supporting the management of

performance and reports and initiating actions with the NI EP PM to assure objectives

and schedules are met within the allocated budget.

Supporting

the development and maintenance of a high performance NI EP project team.

Supporting

the resolution of problems and coordination of the final turnover of the NI EP

scope of work to the Owner.

Supporting

communications and presentations to the Owner.

Principal

Responsibilities:

Manages

the subcontracts: to scope, to cost, to schedule and to regulatory

requirements.

Responsible

for overall co-ordination and management of the NI EP Civil Budget.

Drives the

civil engineering deliverables in support of the overall NI EP project

execution plan in conjunction with the NI main supplier. Supports the project

management of the NI scope of work.

Manages

the project management relationship with clients and suppliers to meet

deliverables to time, to cost, to quality and to function.

Supports

management of an appropriate integrated structure for contract management and project

management to ensure that the project is completed in a safe manner within

budget, on schedule and in conformance with the appropriate standards,

specifications and applicable regulatory requirements.

Participates

in the civil engineering estimating plans, proposal plans, proposals, and

contract formulation.

Participates

in civil engineering purchase order contract negotiations including the

negotiations of deliverables and the schedule for such deliverables.

Supports

the reviews and provides recommendations for commitments on major civil

engineering purchase orders, contracts, and sub-contracts, and recommends

critical changes to these documents if required.

Drives the

civil engineering design works to comply with the contract requirements using

the Design Review as the baseline.

Provides assurance that the required technical specifications are

implemented and best practices/lessons learned are reviewed and incorporated as

applicable.

Supports the drive for

assurance that the designs are in accordance with the applicable Environmental,

Safety & Health (EHS) program.

Participates

in the integration of work plans of multiple execution units or entities.

Manages the interface and hand over of the

required civil engineering packages to the Owner and the civil construction

contractor. Promotes the use of constructability reviews during project

execution.

Manages the

civil engineering contractual commitments to ensure (i) that the work is being

performed in accordance with the specifications, drawings and terms of the

contract, (ii) that

a trend program is

in place and (iii) that change orders and claims are processed in a timely

manner.

Manages

change management for the civil engineering scope in compliance with the

Project guidelines.

Drives assurance

that all communications on the contracts are documented.

For the

civil engineering scope of work:

o

Manages

the drive for project control systems to (i) measure progress/performance, (ii)

provides early warning of deviations from the plan, and (iii) identifies

corrective actions to be taken.

o

Identifies

quality requirements and ensures that the proper processes are identified and

implemented to achieve contractual quality commitments.

o

Supports

the Document Control and Records Management processes.

Coordinates the documentation and software

turnover package to the Owner at the end of the project.

Ensures that customer standards for

documentation and electronic files are maintained, as appropriate.

o

Supports training

opportunities for project personnel.

o

Promotes

the management concept of Continuous Improvement (CI) among all members of the NI

EP project team.

Promotes, monitors and

mentors the concept of total installed cost (TIC).

Initiates, promotes and continually practices

team building.

o

Conducts

periodic project and Owner’s meetings consistent with the project communications

plan for the civil engineering scope of work to promote and facilitate

communication, review progress/performance, discuss issues and facilitate problem

resolution.

Prepares the structure to

support the civil construction contractor (e.g. clarification request, NCR

management).

o

Supports

the NI EP team that supports the Owner in construction, commissioning,

start-up, performance testing, initial operations and prime contract close-out.

o

Supports

the processes to (i) document all turnover activities (ii) obtains the Owner’s

final acceptance of the work and (iii) closes out the project.

EDUCATION

REQUIREMENTS

Mandatory Qualifications:

A degree in an appropriate discipline.

Desirable Qualifications:

Chartered Professional of an appropriate

professional Institution (i.e. Institution of Civil / Structural Engineers), or

equivalent.

An understanding of Project Management techniques.

Contract Management.

KNOWLEDGE

and SKILL

Knowledge and experience of working with

joint ventures, alliances and consortiums.

Experience with lump sum and reimbursable contracts.

Ability to effectively organise and staff

a multicultural project team in a matrix organization.

Knowledge of continuous improvement

methodologies.

Knowledge and experience in

contracts/subcontracts formulation, risk analysis, negotiations, and

implementation.

Knowledge of cross functional work

processes and interface knowledge, especially Project Controls, Supply Chain

management, Quality management and the ability to manage the

relationships/interfaces with management and functional groups.

Ability to conduct effective meetings

Special Requirements:

Willingness to travel.

Ability to hold UK Security Clearance.
