Raytheon Intelligence, Information and Services (IIS) has an opening for a Contracts Manager supporting the Global Information Services (GIS) Mission Area as a key contributor to the Mission Management and Control (M2C) portfolio of classified programs. The successful candidate’s duties will include a lead role in integration of new contracts, RFP assessments, capture and proposal strategy, contract negotiation, customer engagement and collaboration and contract administration.
The successful candidate must have a track record of success in US Government contracting as well as experience collaborating with industry partners. Responsibilities include working closely with Program Managers and other functions to construct, submit and negotiate proposals, provide support to leadership regarding contractual and business issues, ensure negotiated terms comply with company policies, advise management of contractual rights and obligations and mitigation of contractual/program risks. The successful candidate will be expected to have the prerequisite skills and experience to represent Raytheon independently on significant transactions, with strong communication skills to liaison with the GIS leadership team.

Position will be located in either Aurora, CO or Largo, FL

The successful candidate will be responsible for independently performing the following activities as part of a dynamic and highly functioning Contracts team.:
• Provide day to day management and administration of multiple highly complex classified programs of varying contract types
• Act as interface for Contracts with Program Management and external customers (Contracting Officers/Contract Specialists or Subcontract Managers)
• Support and interface with internal functional organizations (Finance, Engineering, Quality, Supply Chain, Pricing) in the daily administration and proposal process
• Prepare, submit and negotiate proposals and incorporate into the contract; perform TINA sweeps, prepare confirmation of negotiations, etc
• Provide support to new business initiatives, including participation in Industry Days, Customer Forums, creation and negotiation of Proprietary Information Agreements and Teaming Agreements
• Ensure contract compliance while maintaining complete and current contract files
• Be responsible for compliance within the areas of contract set-up, deliverables, invoice tracking, cash collection, internal/external reporting and audits
Required Skills:
• 6+ years of directly applicable contracts management and administration experience with various contract types (CPAF, CPIF, CPAF/IF, CPFF, FFP, FP/IF, T&M)
• Must be a U.S. Citizen with current/active TS/SCI or Q clearance
• Extensive knowledge of FAR/DFAR, other government regulations and contract law
• Must be able to work independently with minimal oversight
• Must be able to review/analyze RFP requirements and raise/present possible terms and conditions risks, develop fully compliant proposals and reconcile contractual document
• Strong oral and written communication skills
• Strong organizational, analytical and interpersonal skills
• Computer proficiency in Microsoft Word, Excel, Power Point, and shared data bases
• Ability to travel to support occasional program requirements (domestic only; <10%)

Required Education (including Major):
• Bachelor’s Degree, preferably in Contracts, Business Administration, Management or related area. Additional years of applicable experience outweigh the major. Master’s degree plus. Or equivalent combination of education and experience ( Bachelor Degree = 8 years of additional applicable experience)
