Serves as a top level technical or functional expert, often working on multiple projects and programs.

 

The focus of this position will be coaching the scrum teams. The customer has adopted the Lean Agile methodology and currently in the transition phase. There is a need for a certified agile coach or a SME Scrum Master (SM) to work with the leadership team to help guide the organization through the Agile adoption period to ensure proper changes are made in order for the framework to effectively and efficiently supporting the organization business. The candidate will be participating in certain leadership discussions and expecting to provide coaching tips to the management and technical teams when necessary with regards to the Agile process and implementation.

The Coach is responsible for providing coaching and leadership to a cross functional team of professionals to develop system requirements, create detail system designs, conduct prototyping/proof of concept, develop implementation plan, support system integration, perform unit testing technology solutions, and generate periodic program reports focused on technical and schedule status.

The successful candidate will need to demonstrate an outstanding hands-on experience and thorough understanding of project management life cycle and agile framework. The successful candidate will be expected to know how to both craft and drive good requirements and specifications documentation. The successful candidate must demonstrated outstanding organizational and interpersonal skills working as part of a team and at times in a highly autonomous manner, mentoring others as needed.

 

Mandatory Skills:

  1. Hold the following Professional Certifications: Project Management Professional (i.e. PMI PMP), Agile Certified Practitioner (ACP)
  2. Demonstrated on-the-job knowledge and experience with Agile Consultant for an IT organization that comprises of Architecture, Infrastructure Engineering and Operations, Software Development, Security, and Close Support.
  3. Demonstrated on-the-job knowledge and experience as the Scrum Master that has successfully led a multi­disciplinary project team of technical engineers, developers and operational resources from the project initiation to inclusion.
  4. Demonstrated on-the-job ability to monitor the progress of multiple concurrent and highly visible projects and requirements with the ability to recommend or take required corrective actions; skilled at risk identification and management; and communicate effectively to the customer, stakeholder, and project team.
  5. Demonstrated on-the-job outstanding communication skill and ability to articulate complex resource and technical issues to a range of audiences.
  6. Demonstrated on-the-job knowledge and experience with leading and managing enterprise level projects that has a multi-disciplinary cross-organizational project teams from start to end using the Agency Project Management Framework (PMF) and Agile Project Management methodology.
  7. Demonstrated on-the-job knowledge and experience with managing multiple concurrent projects, short deadlines, and competing priorities.
  8. Demonstrated on-the-job knowledge and experience to identify programmatic challenges, risks, and constraints coupled with strong ability to convey well thought mitigation strategies.
  9. Demonstrated on-the-job knowledge and experience to lead and manage infrastructure engineering projects using the Agile methodology and ability to recognize challenges and make recommendation for necessary changes needed to help projects successful operating within the Agile construct.
  10. Demonstrated on-the-job knowledge and experience to manage a project through the accreditation process using ICD-503 and receive ATO.

 

Optional Skills:

 Demonstrated on-the-job knowledge and experience with developing and managing resource loaded project schedules using MS project.

  1. Demonstrated on-the-job knowledge and experience with using Jira for managing backlogs, portfolios, products and sprints.
  2. Demonstrated on-the-job knowledge and experience with using SharePoint as a document repository.
  3. Demonstrated on-the-job ability to communicate (orally and in writing) the most complex technical concepts and project information, tailoring ideas, explanations, and concepts to executive and senior managers.
  4. Demonstrated on-the-job knowledge and experience with leading and managing a cross functional infrastructure engineering (i.e. network, storage, compute, platform, and middleware) and software developer to engineer/develop a brand new IT hosting infrastructure that includes the footprint on-premises and in the cloud (e.g. AWS).
  5. Demonstrated on-the-job ability to build and maintain constructive relationships among customers, stakeholders, technical teams, and contractors across the Agency and IC.
  6. Demonstrated on-the-job knowledge of Agency enterprise technical architecture, services-oriented architectures, security requirements, and operating environments
  7. Demonstrated a broad knowledge of Agency IT components, missions and strategies.
  8. Demonstrated familiarity with Intelligence Community (IC) issues, policies, systems, and working relationships
  9. Demonstrated on-the-job knowledge and experience with coaching/guiding an IT organization through the transition from Agency Project Management Framework (PMF) and Agile methodology framework and champion the Agile adaption.

Qualifications:

15-20 YEARS OF EXPERIENCE IN AREA OF EXPERTISE.
