Job Description:
RVS is seeking a talented, dynamic, and flexible individual to join our team as a Procurement Manager. This individual will report directly to the Senior Manager of Supply Chain and will have the opportunity to support multiple RVS programs within the Space and Airborne Systems (SAS) business unit. The position will include management of a team of Subcontract Administrators and Senior Buyers and will represent the Supply Chain organization at various levels of functional and cross-functional teams to drive business success.

This person will be engaged in a variety of areas including negotiating and administering various subcontract types, analyzing cost, price, and technical capabilities of suppliers, and supporting proposals that align with RVS technologies and capture plans. He/She will work collaboratively with cross-functional teams to evaluate, identify, and select suppliers and business partners. This person will also work closely with the Program Office representatives and Engineering to define and implement procurement strategies.

The ideal candidate will regularly interact with suppliers to solicit proposals and ensure performance is within cost and schedule. He/She will have the opportunity to lead the procurement team, monitor the group’s compliance, and ensure subcontract documentation is in accordance with established company, customer and government regulations.

U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date.

Required Skills:

  • Minimum 8 years of supply chain, subcontract management or related experience
  • Minimum 6 years supervisory experience or leading program/project team(s)
  • Strong communication, analytical, negotiating and organizational capabilities; detail oriented; capable of working in an autonomous environment; ability to grasp/understand technical concepts/ applications.
  • Familiarity with various subcontract types including but not limited to Time and Materials, Labor Hour, Firm Fixed Price and Cost reimbursable.
  • Experience with MS Office (Excel, Word and Powerpoint) and MS Project
  • U.S. Citizenship status is required as this position will require the ability to access US only data systems.
  • Ability to obtain and maintain a US Government Secret Security Clearance

Desired Skills:
  • Demonstrated experience managing critical strategic suppliers that are competitors and suppliers
  • Experience with Price Analysis, Cost Analysis, Long Term Agreements, Negotiations of Terms & Conditions
  • Experience with Earned Value Management (EVM)
  • Experience with import/export regulations (ITAR/EAR)
  • Experience with Federal Acquisition Regulation (FAR and DFAR)
  • Raytheon Six Sigma qualified Specialist
  • Demonstrated experience leading executive and program level supplier reviews
  • International subcontract experience
  • Raytheon Subcontracts, MPM and/or EVM Certifications
  • Demonstrated experience with commodity management, Best Value Source Selection, and Make/Buy/Where analysis
  • Experience using SAP procurement systems, related reporting applications, and Supply Chain tools (PRISM, APEX, BW, Exostar, ePAD, Supplier Insight, SRS, MRP, Kinaxis Rapid Response, etc).

Required Education: Bachelor’s Degree (B.S. or B.A.) in business, engineering or related field.
