General Dynamics Information Technology is seeking a Manager of International Trade Compliance to manage all aspects of trade compliance for General Dynamics Information Technology. Support in all legal and regulatory aspects of the Company's global export and import activities, including licensing, compliance and audit is required. The position will be involved in managing and overseeing a full spectrum of international trade compliance issues. General Dynamics Information Technology provides information technology, systems engineering, professional services, simulation and training to a wide range of customers in the defense, federal civilian government, health, homeland security, intelligence, state and local government and commercial sectors.

 

Responsibilities will include:

 

  • Managing the administration of business processes for submitting to and obtaining from the US government all necessary export and import licenses, permits, certifications, and technology release determinations.
  • Providing support and advice to GDIT and Division management regarding licensing requirements and related international issues on proposals, bids, and ongoing contracts with an emphasis on the provision of services.
  • Reviewing and submitting accurate and timely export licenses, technical assistance agreements and other forms of export licensing requests for submission to regulatory agencies.
  • Ensuring compliance in areas such as the release of technical data or the performance of services, international travel, visits to company facilities, the employment of foreign nationals and shipments.
  • Managing internal and external audits and self-assessments.
  • Providing focused training to employees.
  • Maintaining records in accordance with company and government requirements and analyzing projects and products to determine export jurisdiction and commodity classifications.
  • Reviewing and developing internal policies and procedures and undertaking process improvement initiatives.
  • Serving as an Empowered Official and maintaining current knowledge of relevant regulations.
  • Supervising assigned staff.
  • Maintaining current knowledge of relevant laws and regulations.
  • Participating in special projects as required.

Qualifications:

Experience:

 

  • 8-10 years of experience, in ITAR and EAR compliance, preferably with a company that provides defense and commercial services.
  • Ability to analyze complex government regulations and business situations and then apply the appropriate controls to ensure compliance.
  • Knowledge of Customs and Border Protection rules and regulations and thorough working knowledge of the applicability of license exemptions and exceptions and documenting their use.
  • Experience drafting technical assistance agreements and associated correspondence, implementation plans and subsequent amendments.
  • Comfortable providing export compliance training to all functional groups including business development, contracts, program offices and support functions.
  • Working knowledge of classified exports and the ability to develop innovative solutions to complex trade problems; exercise leadership, self-initiative and sound judgment; and communicate effectively at all levels.
  • Experience with OCR's EASE software, DTrade, AES, SNAP-R and restricted party screening.
  • Must be detail oriented and possess excellent organizational, verbal and written communication skills.
  • U.S. citizenship and able to meet the eligibility requirements to obtain a U.S. security clearance.
  • Demonstrated managerial capability and effective supervisory skills.

  • Bachelor’s Degree in a related business discipline or the equivalent combination of education, professional training, or work experience.
  • May require CUSECO (Certified US Export Compliance Officer) certification.
