Responsible for the oversight and management of complex Foreign Military Sales (FMS) program efforts in support of AMCOM SAMD. Requires experience in FMS program management, technical work, staff supervision, financial and business development, and complete detailed projects. Directs program activities to meet client work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems. Additional responsibilities include:
Administrative support for the FMS Case Manager, analysis, case development and management
Collect, complete, organize and interpret technical data and financial information relating to acquisition and establishments of program plans and milestones
Oversees program management actions for FMS programs by analyzing, planning, coordinating, developing, directing and reviewing program performance
Coordinate updates for FMS program status, progress and in the development of forecast reports
Review and submissions in DSAMS of LOA and P&As, review and development of Statement of Work, contracts development and technical evaluations, briefings, and general support
Develop/maintain tracking techniques to monitor program execution, using existing information and reporting systems like DSAMS, CISIL, and SCIP
Establishes, schedules, and ensures participating activities and contractor's compliance with contractual, technical, and programmatic requirements
Prepares correspondence and directives as necessary to ensure that initiatives, budgets, allocations and schedules in support of the assigned cases are properly reported and formally answered
Bachelor's Degree with 3-7 years working Foreign Military Sales (FMS) programs with a basic working knowledge of the Security Assistance Management Manual and policies, laws and procedures that govern FMS sales. The candidate should also be familiar with the databases and sources of information utilized to support FMS programs such as Defense Security Assistance Management System (DSAMS), Centralized Information System for International Logistics (CISIL) and Security Cooperation Information Portal (SCIP). Must demonstrate ability to work effectively with high ranking USG and FMS customers’ country representatives on major FMS programs, also manage a team of FMS logistics and financial specialists in the completion of assignments. The candidate should demonstrate experience commensurate with the skills required to perform a wide range of analysis, development of worthwhile recommendations, and prepare clear, succinct reports for management’s consideration. The candidate shall have comprehensive knowledge of Microsoft Excel and Microsoft PowerPoint and shall demonstrate comprehensive knowledge and experience in qualitative and quantitative analysis of FMS Programmatic requirements. Candidate shall demonstrate a strong technical background, and have a strong understanding of the myriad of international agreements and their application to FMS program management. The preferred candidate will be familiar with forms related to MIPRs, Work Requests, Requisitions, CDRLs, DD254s and DD1149s. The preferred individual must have deep understanding of configuration management requirements and responsibilities to apply government-instituted processes for documentation, change control management, data management, and other relevant processes. Some travel, to include OCONUS, may be required. The candidate must have and maintain a secret clearance.
