Raytheon currently has an opportunity for an experienced professional who will be responsible for managing the security requirements of the Fort Sam Houston Mission Training Complex (MTC) in San Antonio, Texas. This individual will provide information systems and network security expert advice to the Chief, MTC and works independently in providing operational coordination relative to the development, implementation and integration of computer and network hardware, software, and services across all information assurance (IA) training functional areas.
Administer, monitor, and support cybersecurity policy and guidance by the implementation of IA technologies in accordance with Department of Defense Instruction (DoDI) Risk Management Framework.
Review certification and accreditation documentation to ensure that it is compliant with RMF standards. Review risk assessments and analyze impact of potential vulnerabilities.
Develop procedures to generate and maintain required documentation to include the System Security Authorization Agreement (SSAA).
Conduct reviews of system accreditation status, develop reports, and alert system proponents when accreditation documentation must be updated.
Assemble ATO staffing packages and makes recommendations.
Conduct Simulation/Stimulation enclave IA Vulnerability, Alert monitoring and IA issue resolution.
Must understand functional and physical characteristics of a system, network, or product during its life cycle.
Ensure MTC conformance with network security architecture and NIPRNET/SIPRNET policy.
Work closely with security agencies to ensure compliance with all applicable regulations and directives.
Assist in the management of all Communications Security (COMSEC) devices, material and storage devices during daily MTC operations and exercises.
Ensure MTC Security Standard Operating Procedures (SOP's) provide adequate security of classified material during exercises and training events and procedures are in place for destruction of classified waste.
Ensure that access rosters and personnel security folders are properly maintained for all cleared personnel.
Establish restricted areas and implement the appropriate security controls.
Manage the access control to the various facilities through use of access control systems and other security devices.
Develop security related plans including: security SOPs, emergency response plans, evacuation procedures, crime prevention programs, and force protection and anti-terrorism program.
Maintain the organization’s qualifications within the Army Training & Certification Tracking System (ATCTS).
8 (eight) years of DOD Information Assurance Certification and Accreditation Process (DIACAP) or Risk Management Framework (RMF) project management and writing experience, achieving at least two Authorization to Operate letters (ATO) or system accreditations.
Possess a current DoD Approved 8570 Baseline Certification for IAM Level I qualification (Security+ CE, CAP, GSLC).
Must be CISSP certified within 6 months of employment, current CISSP certification referred.
Active Secret Clearance required.
Able to identify and track modifications required to enhance and maintain the installed hardware and software configuration of assigned systems.
Possesses detailed knowledge of all regulations regarding proper operational security for Open Storage Area.
Previous experience maintaining Classified/Unclassified computing network infrastructure, responding in a timely manner and mitigating any open issues impacting program performance rapidly and correctly.
Excellent oral and written communications with the ability to present and explain technical information.
Knowledge of business needs with the ability to establish and maintain a high level of customer trust and confidence.
Ability to communicate needs and schedules, ensuring plans are in place and adherence to standards.
Capability of managing multiple priorities and meeting deadlines.
Ability to work collaboratively in a dynamic teaming environment.
Strong analytical and problem solving skills.
Experience developing technical solutions to complex problems that require the use of ingenuity and creativity, including the ability to work across diverse geographical and organizational support models.
5 (five) years’ experience managing a DoD Information Assurance Vulnerability Management program for a large DoD organization.
Microsoft Certified Information Technology Professional (MCITP).
Host Based Security System (HBSS), networking, and system administration expertise.
Existing US DoD Secret Clearance.
Required Education: Minimum of a Bachelor of Science Degree in Computer Science, Software Engineering, Systems Engineering, Mathematics, Cybersecurity or Information Systems and 8 years relevant professional work experience in design and development activities. Master of Science preferred. Will consider 8 additional years of related work experience in lieu of degree requirement – Total 16 years of experience.
