Job Description:

Launch Acquisition Engineer SAIC has an opening for a Launch Acquisition Engineer who possesses a working knowledge of complex and critical launch systems and processes in order to provide expert advice and technical evaluations.  Addresses both acquisition strategy and supporting the maintenance of on-going contract and LSA activities for future missions. Supports cradle-to-grave launch and launch support activities.  Navigates challenges associated with multiple launch service providers and appropriate separation of proprietary information while maintaining horizontal integration of requirements to assure compatibility across multiple launch systems. 

 

Specific duties include:

  • Review, document, and trace functional and interface requirement for all OSL-allocated missions and coordinates with external entities when necessary to resolve issues

  • Review verification and validation processes and activities and identify risks, opportunities, and corresponding mitigation or implementation milestonces

  • Coordinate among divisions to identify and coordinate new requirement, capture emerging risks and recommend plans of action consistent with OSL strategic goals

  • Retain cognizance over all launch related studies and provide leadership with timely and relevant assessments

  • Maintain familiarity with client/customer strategic roadmap and updates to US space policy

  • Provide recommendations/products that reflect best path for the client/customer and OSL based on extensive launch experience

  • Perform technical assessments and evaluations of launch and SV integration requirements based on engineering analysis and review of systems, including technology issues

  • Identify desired enhancements and assess viability from a programmatic, business and acquisition execution perspective.

  • Support LV & SV contractor reviews to assess progress, issues and meeting mission requirements traceability

  • Support AF and OSL program initiatives evaluating, certifying, and fostering relationships with emerging launch vehicle companies

  • Perform requirements planning tasks including reviewing and providing technical evaluations to key mission contractual documentation

  • Verify that recommended acquisition approaches are executable within resource constraints and mission integration risks are identified and mitigated to low risk level

  • Assess new entrant’s capabilities and processes

  • Develop acquisition strategies and documents to procure launch services (EELV and non-EELV systems)

  • Evaluate mission specification requirements and assess adequacy of verification data/actions

  • Provide support in preparing ofr and conducting all required meetings, briefings, and readiness reviews

  • Assess strategic impacts of proposed launch vehicle fleet changes

  • Support annual budget planning and execution reviews, as well as technical and programmatic meetings

  • Interface with SMC/LE and other key mission partners and other mission stakeholder groups

  • Provide horizontal engineering focus on the EELV and New Entrant launch fleet from a client/customer mission perspective

  • Support OSL Contracting Officer Representative (COR) contract management activities for ECP forecasting and implementation coordination, award fee evaluation and contractor oversight

  • Supports the launch vehicle acquisition process including booster procurement and mission integration activities 

 

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience.

 

EDUCATION AND EXPERIENCE:

  • Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience

  • 7 years space launch experience

  • 5 years Government acquisition experience

  • 2 years of customer/client experience

  • Working knowledge of the acquisition lifecycle requirements

  • Program management experience and a working knowledge of client/customer budgeting and financial processes

 

CLEARANCE REQUIREMENT:

  • Must currently possess or be able to obtain a TS/SCI with Poly security clearance
