The Close in Defense Systems (CIDS) Portfolio is seeking to hire a Program Manager to manage the Diminishing Manufacturing Sources (DMS) at Raytheon Missile Systems located in Louisville, Kentucky. The CIDS portfolio consists of three main products: Land Based Phalanx Weapon System (LPWS), SeaRAM, and Phalanx.

This position has responsibility for execution and support of the CIDS portfolio.
They are responsible for the execution of the CIDS Appropriation Request (AR) and the management of residual material across all domestic and international contracts, which is valued at over $40M.

They will be required to coordinate DMS material strategies across multiple contracts and customers, including Program Executive Office (PEO) IWS11, NAVSUP, and multiple Direct Commercial Sales (DCS) international customers. This position is required to lead and influence a team of cross-functional individuals including representatives from Engineering, Operations, Supply Chain, Finance and Contracts.

The role requires effective communication to senior leadership, addressing concerns, and collaborating with customers while maintaining a strong customer relationship. Additional duties include proposal development, tracking of contract financial performance, and leading and/or participating in special projects for problem solution development within the Phalanx Program. This position will require travel periodically and the successful candidate must be able to obtain/possess a security clearance.

Required Skills:

  • At least 10 years of progressive responsibility in Program/Project Management, Engineering, Logistics Support and/or other related technical positions within the International business area
  • Demonstrated depot/repair execution of a program
  • Working knowledge with complex International contracts
  • Demonstrated capability to manage, track and report metrics and progress through Estimate at Completion reviews, Finance reviews or equivalent process review
  • Ability to conduct briefings and technical meetings for internal and external representatives
  • Working knowledge of all Microsoft Office Suite applications (PowerPoint, Excel, Word, etc.)
  • Demonstrated experience managing proposal through development
  • Experience with Product Life Cycle (development through delivery)
  • Demonstrated experience managing cost, schedule and budget standards
  • Active Department of Defense (DOD) Secret security clearance
  • Experience and knowledge of International Traffic in Arms Regulations


Desired Skills:
  • Internal Raytheon Program Management certification (minimum level 5) in accordance with RP-248 or PMP certification equivalency
  • Demonstrated success interfacing with senior level US and International government and/or Industry officials
  • Knowledge of Bill of Material Structures and requirements
  • Demonstrated success advocating for customer requirements and influencing internal leadership and peers to meet customer requirements
  • Demonstrated ability to make and implement fact-based decisions and to determine their effectiveness with appropriate metrics
  • Strong interpersonal skills with special focus on building and strengthening customer relationships
  • Experience with International and USGIPO customer logistics support and service life related activities
  • Experience in the Tactics, Techniques and Procedures for both International Direct Commercial Sales (DCS) and Foreign Military Sales (FMS) highly desirable
  • Experience with International and USGIPO customer logistics support and service life related activities
  • Experience with Systems Engineering and the LO/CLO disciplines a plus
  • Extensive working knowledge of missile systems, especially Air-to-Air weapons products and/or aircraft integration, and experience in negotiations of complex International contracts
  • Team-lead or direct management experience a plus


Required Education (including Major):
Bachelor’s degree in non-technical related field, but preference of concentration in Engineering, Science, or Mathematics
