SAIC has an opening for a System Requirements Engineer who possess proven working knowledge of space launch systems and processes. S/he will develop briefings and assessments to a variety of audiences and must be able to convey information in a clear and articulate manner to Government leadership. They will support strategic planning as well as cradle to grave launch and launch support activities.



  • Provide program management, budgetary and financial services
  • Develop and maintain a requirements database by appropriation for engineering projects
  • Develop spreadsheets, and draft correspondence and briefings
  • Develop current appropriation/fiscal year spend plans including forecasts and execution plan
  • Maintain, track, and report deviations to execution and forecast plan
  • Provide support as required to support the planning, programming, budgeting, and financial oversight for customer requirements 
  • Provide analysis and rationale of obligation and expenditures data as necessary
  • Review all CFSR and financial data for all contracted projects
  • Develop updated cost estimates for all requirements to support CBJB/IPBS inputs as well as support of cost trades
  • Perform launch cost modeling, launch vehicle cost requirements database refinement and maintenance, and launch vehicle “quick reaction” scenarios studies


Desired Qualifications

  • Working knowledge of government budgeting and financial processes
  • Understanding of handling sensitive information with discretion
  • Microsoft office experience to include database development, manipulation, and reporting
  • Demonstrate ability to provide budget analyst support in a fast pace and dynamic environment
  • Must communicate effectively with senior management as well as employees at all levels, strong communication and coordination skills necessary
  • Skilled at facilitating objective review of issues and leading team through issue resolution process
  • Ability to formulate defensible recommendations for customer on complex programmatic/technical issues in a fast-paced dynamic environment




  • TS/SCI with Polygraph
Required Education and experience
  • Bachelors and five years or more experience; Masters and zero (0) years or more experience.
  • 2+ years program management experience mandatory
  • Background with AF Space programs is highly desired
