This role is the site leader of the renovation, expansion and new construction efforts at the SLRC campus. The responsibilities of this role include leading a team of Facilities Engineering and Construction Engineering staff to meet quality, timeliness and financial metrics of all design and construction, providing strategy of implementation of complex projects yielding the most efficient outcomes, staffing assignments, setting expectations and driving execution, address technical issues and provide appropriate solutions, resource planning of architectural/engineering and general contractor providers. Prioritize, plan and manage teams performing design and construction ranging in size from small task orders to greater than $50M. Ensure all work meets or exceeds Florida Building Code and serve as a key interface with local building and fire officials concerning construction permitting aspects. This leader will lead teams who assist users and clients in developing and defining project needs and requirements, including conceptual plans and estimated funding needs. This role will maintain continuous awareness of project developments and the key indicators of project costs, schedule and technical performance and will advise of deviations that would impact contract work scope, schedule, cost, or their effect on business plans.
Basic Qualifications:
Minimum management experience of 5 years. Must have the ability to obtain a Secret security clearance. Thorough knowledge of the principles, practices and methods of Facilities layout, design, engineering, construction and/or management. Experience designing, planning and implementing small to large-scale recapitalization projects. Track record of successful budgeting and cost control of design services contracts and budgets in the millions of dollars. Basic understanding of laboratory, factory/manufacturing/assembly, and office space requirements. Proficient knowledge and experience in the use of project management concepts to include: project schedule, scope, cost, risk and deliverables. Experience providing high quality customer service. Demonstrated ability to manage multiple projects and lead, prioritize, and delegate cross-functional teams. History of driving engineering and construction project scope and cost reductions. Demonstrated ability to identify, implement and sustain standard processes. Proficient use of MS PC software. Experience building and sustaining high performing integrated teams and demonstrated effective team leadership. Experience in hiring and training personnel and performance reviews.
Desired Skills:
Possess a Professional Engineering or Architectural License in the State of Florida. Possesses or has ability to obtain nationally recognized Facilities and/or Construction Management credentials (ie certified General Contractor, IFMA, LEED, PMP). Ten years experience in Facilities and/or Construction Management. Experience interfacing with Orange County Building and/or Fire Department on all construction permitting aspects. Engineering, Architecture or Construction Management degree. Large facility construction project and design experience. Demonstrated performance in a team environment showing a respect for others. Knowledge of federal osha, ada, building code regulations. Understanding Equipment commissioning. Experience using CAD software. Demonstrated ability to read and execute engineering drawings and specifications. Demonstrated experience preparing and maintaining outline milestone and detailed ghant chart schedules. Demonstrated ability to write effective statements of work. Experience facilitating utility service provider design and installation. Experience in preparation of design and construction cost estimates. Risk management experience. Cost spend projections. Lien law compliance. Prepare and maintain project status and cost reports. Dispute resolution with suppliers. Effective change management.
