SAIC is seeking a Legal Analyst to provide on- site legal research and writing tasks as part of a contract team with the Office of the Secretary of Defense (OSD), Strategic Capabilities Office (OSD/SCO).
Provide litigation support to SCO General Counsel (GC), including legal research and writing regarding issues of procurement law, policy, and procedures.
Assist SCO GC in providing accurate, timely, helpful, and ethical legal/policy advice and counsel covering a wide range of topics to include: ethics, acquisition, fiscal, and other areas of law.
Conduct research that involves considering the relevant facts, identifying legal issues across applicable statutory and regulatory schemes, correctly applying law to facts, and identifying solutions.
Assist in the drafting phases of various legal documents, and conduct research which assists the SCO GC in drafting proposed legislation, developing the Agency’s position on pending legislation and Executive Orders, preparing Department of Defense reports to Congress on legislative proposals, and advising on implementation of new statutes.
Review various documents such as memoranda of understanding and acquisition related documents to identify issues.
Assist with all phases of SCO GC’s ethics program regarding matters such as financial disclosure reports, ethics inquiries from SCO clients, and preparing drafts of routine ethics documents.
Required Education and Experience:
Graduate of an ABA-accredited law school with 6 years or experience
1-2 years of demonstrated ability to perform complex legal analysis including: The capability to work within many different areas of law, including acquisition and fiscal law, intellectual property, environmental law, laws relating to the Privacy Act and Freedom of Information Act, and Federal Ethics Regulations.
The ability able to draft legal research summaries and other legal documents which are clear, concise, logically constructed, and based on thorough analysis and sound reasoning.
Knowledge and understanding of the DoD and the Military Departments.

Proficient in Microsoft PowerPoint, Excel and/or other equivalent program management tools.
Experience working with DoD, Joint Staff, the Military Departments, Service Program/Project Offices.
Previous DoD or government experience, or experience in a law office, corporate general counsel office, or JAG office.
