SAIC is seeking a highly qualified senior Project Manager to lead a large-scale software modernization development and integration project with a Federal government agency and support ongoing IDIQ task order proposal responses.

Job Duties/Responsibilities:
  • Responsible for end-to-end delivery of a complex software development and integration project (45+ FTEs), and managing multiple Scrum teams, including software developers, business analysts, test engineers, web designers and documentation staff.
  • Work closely with the government technical leadership, other government contractors supporting the program, and SAIC and subcontractor teams.
  • Manage all aspects of the program; meeting technical, schedule and financial requirements; supervising subcontractor personnel; managing customer and subcontractor relationships; risk management; and serving as a direct liaison between the SAIC technical team and the customer.
  • Responsible for schedule and financial management, status reporting, and working with SAIC contracts, subcontracts, and project control throughout execution.
  • In addition to the project assignment, this candidate will help lead/support task order requests for proposal responses.
  • Responsible for full life cycle from requirements through production deployment.
  • Strong writing and excellent interpersonal skills.
  • Strong organizational skills, an eye for quality, prior proposal writing/review experience,   and ability to communicate with a wide range of stakeholders (e.g., government executives, program experts, product owners, and technical experts).
  • Strong facilitation expertise with experience and comfort in managing project groups through complex concepts and issues.
  • Ability to work effectively with system architects, developers, and testers.
  • Ability to quickly understand complex technical issues and communicate the issues to diverse groups with varying levels of technical expertise.
  • Requires outstanding verbal/written communication skills.
  • Excellent customer relationship management and negotiation skills.
  • Strong writing and presentation skills, with an ability to produce high-quality deliverables and proposal responses through collaboration.
Candidate must be local to the Washington, DC area, or willing to relocate to the Washington, DC area


Required Qualifications:
  • Bachelor’s degree and at least nine years of related experience.
  • At least eight years of experience leading complex, enterprise-level software development and integration projects.
  • Current Project Management Professional (PMP) certificate.
  • At least three years of experience using Agile Scrum to manage enterprise-level web application development projects.
  • At least three years of software development experience in a web-based environment.
Desired Qualifications:
  • Experience and or interest in participating in preparing task order proposals.
  • Certified Scrum Master (CSM), Certified Scrum Product Owner (CSPO), PMI Agile Certified Professional (ACP) and/or Scaled Agile Framework (SAFe) certifications highly desired.

Clearance:  The candidate must also be able to acquire a Public Trust clearance.
