SAIC is seeking a highly qualified and experienced Chief Engineer to lead a large-scale software development and integration project with a Federal government agency. Job Duties/Responsibilities:
The candidate will be responsible for end-to-end delivery of a complex software development and integration project, and managing eight Scrum teams (45+ FTEs), including software developers, business analysts, test engineers, web designers and documentation staff.
The candidate will work closely with the government technical leadership, other government contractors supporting the program, and SAIC and subcontractor teams.
The Chief Engineer duties will include managing all aspects of the program; meeting technical, schedule and financial requirements; supervising subcontractor personnel; managing customer and subcontractor relationships; risk management; and serving as a direct liaison between the SAIC technical team and the customer.
Responsibilities will include complete schedule and financial management, status reporting, and working with SAIC contracts, subcontracts, and project control throughout execution.
Candidate will also be responsible for requirements analysis and must demonstrate analytical capabilities, strong writing skills, and excellent interpersonal skills.
The candidate must have strong organizational skills, an eye for quality, and ability to communicate with a wide range of individuals (e.g., government executives, program experts, product owners, and technical experts).
He/she must possess the ability to work effectively with system architects, developers, and testers.
Chief Engineer Experience Requirements:
Nine or more years leading complex, enterprise-level software development and integration projects
Proven ability to effectively lead and orchestrate the efforts of a large project team (30+ software developers).
At least three years of experience using Agile Scrum to manage enterprise-level web application development projects in a Java Enterprise Edition (JEE) environment.
Understanding of RedHat Linux OS and VMWare environment a plus.
Expert knowledge of agile software development processes, business analysis, and project management.
Requires outstanding verbal/written communication skills.
Excellent customer relationship management and negotiation skills.
Strong facilitation expertise with experience and comfort with managing project groups through complex concepts/issues. Experience working with stakeholders at various levels and functional areas.
Strong writing and presentation skills, with an ability to produce high-quality deliverables through collaboration.
Excellent analytical skills to uncover root causes to issues.
Candidate must be local to the Washington, DC area, or willing to relocate to the Washington, DC area.
Bachelor’s degree and at least nine (9) years of related experience years leading complex, enterprise-level software development and integration projects.
Current Project Management Professional (PMP) Certificate.
Experience and or interest in participating in preparing task order proposals.
