The Buyer Senior is responsible for procurement of materials, components, supplies and/or services for the company in accordance with standard operating procedures, contract requirements and federal acquisition regulations. Works with local and international suppliers to formulate purchase agreements and arrange shipment and receipt of materials for assigned program.
(Typical duties include the following, although specific duties vary by assignment or contract.)
Establishes source of supply, negotiates price, delivery date, and other necessary commitments based upon authorized requisition that maintains consistency with the Program/Requisitioning Unit requirement and compliance with company policies and federal regulations.
Responsible for completing purchase order (PO) forms, receiving appropriate approvals.
Initiate the purchasing process from the development of the Purchase Order and placing the order with the vendor.
Provides guidance and information to requester that includes communication of procurement actions and assist with special or complex requirements.
Maintains procedures to assure follow-up and administration of purchase order and subcontract files. Coordinates requisition requirements with requester.
Assists in the preparation of reports with DynCorp organizations and customers to comply with various laws, company policies and standard operating procedures.
Performs competitive supplier evaluation and selection. Establishes proposed bidders list for all subcontracts. Issues inquiry packages to bidders in accordance with the procurement execution schedule.
Reviews and analyzes client solicitations received by company and provides recommendations regarding outsourcing requirements to contract or proposal team. Reviews and verifies that suppliers proposals meet requirements.
Responsible for the monitoring of subcontractor performance, including the management of the deliverables and payment of invoices.
Serves as point of contact and interacts with customers, subcontractors and management regarding contract requirements and issue resolution.
May lead team members for department to provide work direction and completion of assignments.
May require site visits in support of establishment of new or existing suppliers.
Trains buyers on company procurement policies and procedures.
Perform other duties as assigned.
Knowledge & Skills
Advanced knowledge of program procurement processes, BPAs and contracting.
Knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation (DFAR) preferred.
Knowledge of various computer programs required (ex: Word, Excel, etc.).
Excellent communication, effective leadership and interpersonal skills.
Good negotiation and decision-making skills.
Ability to plan, organize and handle multiple tasks independently.
Ability to obtain a security clearance.
Additional knowledge/skills may be required by contract or assignment.
Experience & Education
Bachelor’s degree in Purchasing, Supply Chain Management or related area.; Two (2) years of relevant experience above that which is required for the role may be substituted for each year of the four (4) years of college.
Four (4) years of progressively responsible experience in a buyer or procurement role, preferably in a government environment.
Additional education/experience may be required by contract or assignment.
Certification(s) in Procurement desirable.
Physical Requirements/Working Environment
Generally works in normal office environment, but may be required to travel domestically and internationally on short notice, to austere environments, under harsh living conditions.
Some positions will be assigned to overseas locations where living and working conditions at assignment location could be remote and uncomfortable, with long hours, exposure to weather, dust, and hazardous/harsh conditions.
