ManTech is seeking a Recruiting Manager to lead recruiting for three divisions within its Mission Solutions and Services operating group. This individual will lead recruiting for our Army, Air Force & Space, as well as Defense Cyber divisions. The combined annual revenue of these divisions is over $350 million and growing rapidly. The Recruiting Manager will oversee a team of 10 Recruiters focused on recruiting for information technology and skilled trades related roles across these divisions.

We’re looking for a talent decision influencer, not an order taker. A strong understanding of how the Recruiting team’s performance drives business results and a desire to constantly improve and evolve is essential.

Responsibilities include:
• Oversees Recruiting team ensuring Recruiters are effectively vetting talent, communicating the job realistically, taking a consultative approach with hiring managers, and preparing candidates to move expeditiously through the process
• Maintains and recruits on a req load of 3 – 5 active requisitions at any given time
• Manages large contract transitions including incumbent capture and replacement recruiting; retains full responsibility for planning and execution in these areas
• Responsible for tracking and reporting metrics on time-to-offer-accepted, time-to-fill, customer service levels, cost per hire, source yield ratios, source effectiveness, and recruiter performance; Drives the team for continuous improvement in these areas
• Develops relationships with leaders in Operations and establishes regular requisition review reporting cycles presenting relevant metrics, establishing priorities, and communicating recruiting strategies
• Conducts workforce planning, forecasts recruiting needs by taking into account turnover on existing work, expanded scope of existing work, and the business development pipeline
• Manages Recruiter performance and develops talent; trains Recruiters on effective sourcing, closing, or other professional development topics
• May supports business development initiatives including proposal recruiting, researching new requirements, writing transition and staffing plans
• Adapts to changing business priorities with a focus on accountability, communication, and customer service
• Recruits for hard to fill roles and some high level overhead positions. Carries a req-load of two to five requisitions at any given time
• Participates in corporate transformation projects including implementation of Workday applicant tracking system expected to go live in June of 2018
• Evenings, weekends, and travel to overseas locations may be required to support business requirements during surge periods which includes: proposals, high volume recruiting periods, and contract awards

First Year Performance Targets:
• Maintain a team average time-to-accept and time-to-fill of 39 and 61 days respectively
• Achieve or exceed quarterly hiring goals
• Lead successful transition on one or more large contract awards (with 150 or more personnel)
• Successfully coach and mentor members of the team and hiring managers to improve business outcomes

Minimum Requirements:
• A Bachelor’s degree in Human Resources Management, Business Administration, Economics, Finance, or a related field is required
• Seven or more years of experience with at least five years of full cycle recruiting experience; Experience supporting government contracts or agency or search firm recruiting experience is a plus
• Leadership experience is strongly preferred
• High level of self-awareness; able to manage up and down the organization as well as across
• Excellent business acumen and highly numerate, able to develop and communicate business cases for recruiting initiatives
• Customer focused and mission driven, takes a “cannot fail attitude” and motivates others around them
• Ethical, maintains a high level of competiveness but never compromises ethics in the way we recruit or do business
• Excellent time management and prioritization skills
• Excellent written and oral communication skills
• Effective leader and teammate, elevates others around themselves by teaching, communicating, and helping
• Self-starter, able to work with minimal supervision
• Outstanding analytical skills, creativity and problem-solving abilities
• Flexibility, able to adapt and thrive in a fast paced environment
• Ability to travel 5% – 10% (approx. 3 – 6 weeks total on an annual basis)
• Experience with Workday applicant tracking systems preferred
