Job Description:

The U.S. Government (USG) Combined Security Transition Command – Afghanistan (CSTC-A) has a requirement for continued in-depth functional and programmatic contractor support to advise, teach, and mentor the Afghanistan National Defense and Security Forces (ANDSF) and Afghanistan Security Institutions (ASI). This position will be based in Kabul, Afghanistan. The Force Management Senior Advisor assists in the delivery of effective force management to the Afghan National Defense Security Forces (ANDSF) to create effective, affordable, and sustainable forces.

Required Hours:

Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training management and oversight up to 60 hours per week while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites.

Responsibilities:

  • Supervises the force management Contractor team in its TAA mission to deliver effective Force Management to the ANDSF and perform duties as the senior Contractor Afghan Force Manager supervisor in Theater.
  • TAA Afghan Force Managers in Ministry of Defense and Ministry of Interior to develop capabilities, design organizations, develop organizational models, and determine organizational authorizations for personnel and equipment.
  • Documents authorizations for organizational structures, personnel, and equipment using software to produce the Afghan Tashkil (the ANDSF structure, manning, and equipping requirements document similar to a US Army Modified Table of Organization and Equipment (MTOE) or Table of Distribution on Allowances (TOE).
  • Provides assistance to Resolute Support advisors on force management process to develop a sustainable, effective, and affordable Afghan National Army.
  • Coordinates with advisors and Afghan counterparts in personnel, logistics, and finance to assist in the implementation of approved force structure changes.
  • Produces concise written assessments, reports, and presentations for senior leaders using Microsoft Office software applications.
  • Determines the necessary objectives for time-phased transfer of responsibility of Force Management processes to ANDSF Force Management Departments.
  • Provides advise and assistance for leader engagements (LE) with Afghan senior leaders. As requested, assists Resolute Support leadership with senior key leader engagements (KLE).

Required Qualifications and Skills:
  • Must possess a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.
  • Master’s degree in a field related to the specific advisory position from an accredited institution of higher education; or, six years position-related experience PLUS a Bachelor’s degree in any field
  • United States citizen. Possess a current United States passport with at least 6 months of remaining eligibility
  • Must be able to obtain an Afghan Visa
  • At least 6 months experience providing security assistance to Iraq or Afghanistan.
  • Interpersonal communication, influence, and interaction skills that are effective in a complex strategic environment.
  • Creative problem solving skills.
  • Ability to work independently and as part of a team, with harmony and tact in a cramped, austere, combat environment.
  • Automated data processing knowledge: possesses working knowledge of word processing, spreadsheets, graphics presentation, databases, E-mail clients & web browsers, and web content management.
  • Proficiency in Microsoft Suite Applications (i.e., Power Point, Word, and Excel).
  • Minimum of 4 years’ experience successfully working force management and development.
  • Minimum of 6 months experience with international missions in active-insurgency/conflict/post-conflict environments.
  • Military or civilian experience Major (0-4)/GS-13 or higher.
  • Ability to successfully lead diverse teams consisting of US military, civilians, Afghan partners, and Resolute Support coalition nations.
  • Expertise in the use of Microsoft Office applications Word, PowerPoint, Excel, and SharePoint.
  • The ability to rapidly analyze large data sets using software tools is essential.
  • Ability to independently produce quality written products and presentations for General Officers.
  • Extensive knowledge of US Army Force Management process to develop capabilities, design organizations, develop organizational models, determine organizational authorizations, and document authorizations for organizational structures, personnel, and equipment.
  • Knowledge and experience with US Army Force Management applications to include: Force Management System Web Site (FMS Web), Army Publishing Directorate (APD), SSN-LIN Automated Management & Integrating System (SLAMIS), and Logistics Support Activity Logistics Information Warehouse (LIW).
Physical Requirements/Working Environment:
  • Must be willing to deploy to and reside in Afghanistan with an understanding that there could be further assignments to any location in Afghanistan based upon the needs of the U.S. Government, to include hostile and austere areas.
  • Must be willing and able to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment as required. In the conduct of their training contractors may encounter hostile forces.
  • Must be able to attend and pass USG deployment requirements at CONUS Replacement Center (CRC), Fort Bliss, Texas or equivalent location. Must meet the medical requirements for the position being offered as determined by a pre-employment medical screening and in accordance with published CRC and USCENTCOM medical deployment standards. Must be able to walk or stand on level and/or inclined surfaces up to eight (8) hours per day and sit for up to three (3) hours per day, also must be able to routinely climb / descend stairs or rough terrain..
  • Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders. Must be able to read and interpret newspaper and typewritten print, and communicate by voice and detect sound by ear. Employee may be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment.
  • The individual may be exposed to extreme noise from aircraft, hostile fire, and other acts of aggression associated with this region. Physical requirements include but not limited to the wear of body armor and helmet Personal Protective Gear, unassisted lifting and carrying of duffle bags not exceed the weight of 70 lbs per piece, and the unassisted movement over uneven terrain.
  • In country hires who have previously attended CRC may not be required to attend CRC but must still meet all medical and other deployment requirements.
  • Must comply with drug testing/screening requirement every six months.

Desired Qualifications:
  • Familiar with relationships between Resolute Support, CSTC-A, and the ANDSF.
  • Previous experience training and advising foreign military soldiers.
  • Prior experience with Defense Contracting, ITAR's, and Import/Export Regulations.
  • Current or prior working experience on this contract

Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied.
