Job Description:

The U.S. Government (USG) Combined Security Transition Command – Afghanistan (CSTC-A) has a requirement for continued in-depth functional and programmatic contractor support to advise, teach, and mentor the Afghanistan National Defense and Security Forces (ANDSF) and Afghanistan Security Institutions (ASI). This position will be based in Kabul, Afghanistan. The Senior Advisor to the First Deputy Minister provides advice to the First Deputy Minister of Defense on a full time basis on matters of procurement, acquisition, sustainment, and distribution.

Required Hours:

Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training management and oversight up to 60 hours per week while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites.

Responsibilities:

  • Provide training and systems development in the areas of Acquisition, Technology and Logistics that focus on resourcing (manning, equipping, budgeting, and sustainment), with a focus on maintenance and distribution that aligns with the strategic guidance of the Senior Military Advisor to the Minister of Defense.
Required Qualifications and Skills:
  • Must have 8 years of related work experience.
  • United States citizen with a US Passport having at least 6 months of remaining eligibility
  • Must be able to obtain an Afghanistan Visa
  • Interpersonal communication, influence, and interaction skills that are effective in a complex strategic environment.
  • Creative problem solving skills.
  • Ability to work independently and as part of a team, with harmony and tact in a cramped, austere, combat environment.
  • Possess a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.
  • Automated data processing knowledge: possesses working knowledge of word processing, spreadsheets, graphics presentation, databases, E-mail clients & web browsers, and web content management.
  • Proficiency in Microsoft Suite Applications (i.e., Power Point, Word, and Excel).
  • Significant experience in staff planning and Planning, Programming, Budgeting, Execution (PPBE).
  • Ability to provide templates and guidelines for creation and implementation of new policies and procedures.
Required Education:
  • Bachelor's degree from accredited school & eight (8) years of related experience, OR six (6) years related experience with Master's degree. Eight (8) years of additional equivalent work experience (16 total years) may be accepted in lieu of BA/BS education requirement.

Physical Requirements/Working Environment:
  • Must be willing to deploy to and reside in Afghanistan with an understanding that there could be further assignments to any location in Afghanistan based upon the needs of the U.S. Government, to include hostile and austere areas.
  • Must be willing and able to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment as required. In the conduct of their training contractors may encounter hostile forces.
  • Must be able to attend and pass USG deployment requirements at CONUS Replacement Center (CRC), Fort Bliss, Texas or equivalent location. Must meet the medical requirements for the position being offered as determined by a pre-employment medical screening and in accordance with published CRC and USCENTCOM medical deployment standards. Must be able to walk or stand on level and/or inclined surfaces up to eight (8) hours per day and sit for up to three (3) hours per day, also must be able to routinely climb / descend stairs or rough terrain..
  • Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders. Must be able to read and interpret newspaper and typewritten print, and communicate by voice and detect sound by ear. Employee may be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment.
  • The individual may be exposed to extreme noise from aircraft, hostile fire, and other acts of aggression associated with this region. Physical requirements include but not limited to the wear of body armor and helmet Personal Protective Gear, unassisted lifting and carrying of duffle bags not exceed the weight of 70 lbs per piece, and the unassisted movement over uneven terrain.
  • In country hires who have previously attended CRC may not have to attend CRC but must still meet all medical and other deployment requirements.
  • Must comply with drug testing/screening requirement every six months.

Desired Qualifications:
  • Familiar with relationships between Resolute Support, CSTC-A, and the ANDSF.
  • Prior experience with Defense Contracting, ITAR's, and Import/Export Regulations.
  • Current or prior working experience on this contract

Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied.
