Raytheon IIS seeks a qualified Engineer in ground antenna / ground terminal development to oversee our antenna and radome subcontractor team. The Technical Subcontract Manager (TSM) will provide subcontractor oversight by way of writing statements of work, development and review of procurement specifications, and working with the subcontractors, subcontract administrators, and program technical and leadership team to deliver ground antenna systems on schedule and budget. The TSM will provide program support with an emphasis on subcontractor technical reviews and schedule and requirement consistency across all subcontractors. An active US Government TS/SCI clearance is required as of day one for this position (US Citizenship required).
Responsibilities of this position include, but are not limited to:
•Provide inputs to proposals for ground systems containing subcontractor-provided equipment by solicitation and receipt of proposals/bids from subcontractors
•Prepare or provide oversight in the preparation of procurement specifications for subcontractors based on flowdown from system and subsystem level requirements
•Represent engineering in evaluation of subcontractor architectures, designs, functionality, and interfaces with an eye towards bringing in technical/domain expertise for areas outside of Raytheon's domain in order to provide a better product for the customer
•Support program deliverables by integrating subcontractor schedules into the program integrated master schedule (IMS) through the use of the statement of work and other contract documents
•Participate in subcontractor selection as appropriate
•Ensure the subcontractors provide appropriate support to program design, integration and verification activities per contract terms and agreements
•Experience managing Ground Terminal Subcontractor Deliverables, and/or Ground Terminal Development Experience
•Knowledge of Satellite Ground Station architectures and designs
•Experience integrating subcontractor schedules into a program IMS
•Experience identifying deliverables, milestones, and other SOW related requirements
•Ability to work across teams to ensure subcontractors are integrated into the program
•Experience in writing and reviewing statements of work and procurement specifications for equipment related to satellite ground stations
•General knowledge of common information system (compute and network) hardware interfaces
•Able to travel, on occasion, domestically or internationally for up to 4 weeks
•Experience with developing the Bill of Material (BOM) required to produce a hardware product; initiating the purchasing process; and monitoring procurement and logistics progress
•Active US Government TS/SCI security clearance (US Citizenship required)
•10 years of related work experience
•Experience using and configuring baseband hardware (e.g. modulators, demodulators, frame synchronizers)
•Experience with Ground Terminal Hardware/RF Design or testing
•Experience with verifying hardware subsystem requirements
•Experience presenting technical information to an audience
•Experience troubleshooting satellite ground station systems
•Experience performing trade studies; identifying potential vendors; and recommending solutions
•Experience using electrical test equipment (i.e., spectrum analyzers, oscilloscopes, power meters)
•Ability to understand requirements-based architectures including interface definitions and parts selection with consideration given to environmental variables, safety, site constraints and lessons learned
•Experience with requirements management throughout the product development lifecycle
•Experience in hardware design and development activities.
BS in Engineering (Electrical, Mechanical, Physics), and 10 years of related work experience or Associates’ Degree in related engineering field and 14 years of related work experience or 18+ years related work experience in lieu of degree.
