SAIC is deploying a multidisciplinary team of experienced professionals to provide technical management and support services that will assist in delivering effective, consistent and timely project management execution throughout the Software Development Life Cycle (SDLC).  SAIC is seeking a Senior Business Financial Analyst to support budget planning/execution and acquisition package development activities across a broad spectrum of complex IT projects and systems. 

Duties to include:

  • Provide direct support to primary VA Management Analysts overseeing financial budget and acquisitions for VA projects under its IT portfolios.
  • Interface effectively and collaboratively with a diverse range of VA and contractor project staff, including portfolio, program and project managers, and PMO and budget/financial support staff to foster collaboration and coordination with the Portfolio Team and their designees to ensure the integration of project and program budgets with program and project management reports to support timely and accurate financial management and reporting activities. 
  • Support the VA Enterprise Portfolio Management Office (EPMO) Budget Team management and maintenance of Budget Tracking Tool entries, and all associated databases, spreadsheets, SharePoint folders, etc.
  • Participate as both a member of PMO Support Functions team along with Financial Lead, Budget Support Specialist and Lead Scheduler as well as participate as a member of overall PMO team supporting IT portfolios.
  • Contribute to development of budget/financial management Standard Operating Procedures (SOPs), assist the Government to conduct quantitative and qualitative Budget Year budget formulation, Budget Operating Plan (BOP) development, and assist the Government in providing budget management technical support to program and project teams within the portfolio. 
  • Assist with the preparation of monthly updates to budget year projections.  The Contractor shall update the FY Operating Plan costing inputs on a bi-weekly basis.
  • Monitor budget/financial reporting metrics (e.g. unfunded project/technical requirements) and provide routine as contractually required as well as ad hoc reporting as needed
  • Develops, drafts, writes, and edits budget/financial reports, briefings and other documents in support of client requirements.  Specific examples include preparing and reviewing planning and expenditures data related to VA reports, including but not limited to Operational Management Review (OMR), Quarterly, Mid, and End of year reviews, Projected Spend Plans, Financial Management System Reports and Reconciliation and all other reporting requests to ensure accuracy.
  • Assists portfolio and projects in general budgetary, billing, and financial management activities as needed.  Examples include:
    • Day-to-day tracking of execution year funding.
    • Assist in the development and updating of budget execution artifacts.  Coordinate with the VA Management Analysts (MA), EPMO Budget Execution Team, Program Planning & Oversight Investment Managers and Procurement Coordinators to ensure that budget status reports and monthly “actuals” for inclusion in the monthly OMB IT Dashboard submission are valid.
    • Assist the Government to develop and maintain a Spending Plan, as well as provide current and accurate execution management using the Budget Tracking Tool (BTT). 

Qualifications

  • A Bachelor’s Degree in a business discipline, with at least 10 years of experience in a related field is required. Note that 8 years of additional relevant experience may be substituted in lieu of Bachelor’s Degree.
  • Effective written and oral communication skills and understanding of how to interact with multiple GS levels within the federal government (e.g. GS 13s and above) is required.
  • Experience acting in a trusted advisor, objective third-party capacity to federal clients, providing consultative services and thought leadership.
  • Ability to provide oversight and guidance to budget/financial specialists on acquisition package development and source selection technical evaluation criteria.
  • Ability to provide oversight and guidance to VIP/project management process compliance specialists on Critical Decision (CD) project management accountability activities and procedures.
  • Microsoft Office suite of tools and Microsoft SharePoint.

Desired Qualifications

 

  • Experience supporting the VA.
  • Exposure to Federal and DoD budget and acquisition processes
  • Familiarity with VA OIT EPMO Veteran-Focused Integration Process (VIP)
  • Understanding of cost distinctions between IT solutions that are COTS, customized COTS, and homegrown in nature.
