Functional Title: Video Teleconference Technician

GENERAL Description:

Serves as the Mission Training Complex (MTC) Video Teleconference (VTC) Audio Visual (AV) and Visual Information (VI) Manager/Coordinator.

Responsible for the operation, technical administration, maintenance, and programming of five VTC suites, AV/VI equipment in support of MTC training requirements; hardware and software installation, problem diagnosis, and troubleshooting of equipment.

 

Duties and Responsibilities:

Primary MTC Point of Contact for VTC, Defense Connect Online (DCO) conferences and Teleconferences.

1. Responsible for scheduling, operation, developing plans, objectives and procedures governing Visual Information Programs and providing staff guidance and supervision in their implementation and execution.

a. Serves as the MTC expert technical advisor and consultant with respect to VTC and AV/VI media.

b. Analyzes and implements long-range VTC, AV/VI requirements, makes recommendations and develops policies, plans, programs, operations, and other support activities.

c. Develops and implements plans, policies and procedures and provides network management for VTC and DCO sessions.

d. Makes face-to-face contact with training unit before the start of a VTC/DCO session to ensure training venue meets their needs.

e. Provides training and technical assistance for users on VTC and AV/VI equipment, computers and web-based applications: DCO/S.

f. Plans, manages and obtains funding for system upgrades/ programs, modification and the installation of software.

g. Performs monthly inventory of VTC and AV/VI equipment and conducts quarterly preventative maintenance.

h. Monitors and evaluates the development and execution of vendor and contractor agreements/warranty related to VTC, AV/VI equipment and systems, applications, techniques, enhancements, and services to include the design, development, construction, installation, test and acceptance of all VTC and AV/VI systems and conference rooms.

i. Provides technical and administrative leadership to team members solving system level problems that are unprecedented in nature and require innovation and the modification of existing programs and the development of new techniques.

j. Maintain VTC/DCO connectivity between Hub / Spokes via SIPR / NIPR.

k. Coordinates with the Information Management Officer (IMO) for the installation/configuration of standard hardware and software upgrades on conference room computers.

l. Ensures that conference rooms are clean and kept in an orderly fashion.

m. Direct participation and/or participate in special projects and perform additional duties as directed by MTC Leadership.

n. Implements the employment of VTC AV/VI interfaces in conjunction with cryptographic hardware when required.

 

2. Directs VTC, AV/VI operations to assure that all MTC systems are in compliance with security regulations, policies and procedures.

a. Recognizes problems and initiates changes to existing policies or implements new procedures and policies as necessary to maintain proper security of VTC, AV/VI systems and facilities.

b. Ensure that VTC equipment is registered/certified IAW the Network Exchange Center (NEC) policies and procedures.

c. Serves as the controlling authority for the VTC Control Room.

Education:

An Associate’s degree and/or combination of education, professional level Microsoft support experience. A minimum of two year’s experience in providing VTC and audio/visual equipment and computer technical and support services, including hardware and software installation, operation, troubleshooting, repair, and maintenance.
