SAIC is seeking a GPS Senior Systems Operations Engineer with technical experience to join our team of diverse Global Positioning System (GPS) Systems Engineering and Integration (SE&I) experts.  The GPS SE&I Team provides specialized engineering, analysis, operations support, and subject matter expertise to the GPS Directorate.  Within the SE&I Team, the GPS Senior Systems Operations Engineer will be responsible for supporting the GPS SE&I team that interfaces with the GPS Systems Engineering, GPS Transition, and GPS Sustainment teams at the GPS Directorate and future PNT Mission Thread. 


This individual will provide technical guidance and support across the GPS organization in support of the GPS Systems Engineering, GPS Transition and GPS Sustainment teams.  In support of the GPS Systems Engineering team, includes helping to develop, maintain, and evolve the GPS enterprise requirements baseline reflecting Government-approved requirements at the external and interprogram level of the Air Force Space enterprise.  In support of the GPS Transition and Sustainment team, this includes support of the planning and executions of tests, development and operational deployment of new GPS Control Segment software. A successful GPS Senior Systems Operations Engineer will possess knowledge and experience with space and ground systems engineering, system concepts of operations, requirements development, test planning, integration of systems, and software development and deployment activities. Major duties of the position include:

  • Shaping the implementation and broadcast of the modernized military and civilian GPS navigation signals (i.e. M-code/MNAV, L2 CNAV and L5 CNAV).
  • Providing technical guidance and support to the GPS testing organizations by developing requirements, creating and reviewing test plans and helping to execute operational and developmental on-orbit and ground tests for the Legacy and Modernized Signals.
  • Reviewing implementation plans and requirements for Legacy GPS Control Segment Programs, including AEP COps and MCEU.  
  • Supporting the operational deployment of AEP 8.0 (COps) and AEP 9.0 (MCEU) and AEP sustainment software deployments.
  • Supporting systems integration between all three segments of GPS (Space, Control, and User) Integrated Project Teams (IPTs) and/or outside agencies for the GPS Transition and GPS Sustainment teams. 
  • Supporting the GPS NAVWAR team with identifying end-to-end MNAV message definition deficiencies and proposing solution, working with the SV contractor to implement different power management solutions, modernized upload strategies for all SV types, and defining SV memory management and control element requirements.
  • Supporting the Legacy to Modernized Control Segment Transition interface requirements, reviewing transition plans and transition data exchanges.  
  • Interfacing and collaborating with SE&I team members, prime contractors, other team contractors, government civilians, and members of the U.S. Air Force
  • Working with teammates, customers, and stakeholders to identify and manage critical dependencies between programs and projects within the GPS Directorate.
  • Ensuring all operational, enterprise, program, and interface requirements regarding the Legacy GPS Control Segment and Next Generation Control Segment are properly implemented and integrated.


  • Bachelor’s Degree in Business, Science, Engineering, or Math
  • 20+ years relevant experience with space, ground or user segments of DoD or other Government space programs
  • Active Secret clearance
  • Candidate should have Test Engineer with GPS systems/elements or experience working Space-based systems/navigation systems
  • Candidate should have Systems Engineering experience with GPS systems/elements or experience working Space-based systems/navigation systems.
  • Candidate should have experience with requirements database tools to develop and manage requirements, perform traces, and provide products to support members of a system development team.
  • Excellent verbal and written communications skills with the ability to interface with different personalities in a range of positions, including many at very senior levels

Desired Qualifications


  • Current active or ability to obtain Top Secret Clearance
  • Master’s Degree in Business, Science, Engineering or Math
  • Systems Engineering specific certifications
  • Experience with space, ground or user segments of DoD or other Government space programs
  • Experience working with Air Force/DoD customers in an acquisition environment
  • Experience working specifically on a Systems Engineering and Integration contract.
