As a Subcontract Manager for the National Advanced Surface to Air Missile System (NASAMS) Program you will be responsible for subcontracts management activities associated with multiple subcontracts in support of the NASAMS program(s) at the Integrated Air Defense Center.

In this role, you’re an integral member of the Subcontracts Management Team, responsible for managing multiple major subcontracts simultaneously. You’ll bring to the table a skill set that includes managing the overall performance and reporting of Subcontractor(s) to support the achievement of prime contract requirements and program goals from inception to completion.

Specific responsibilities will include:

  • Managing Subcontractors to meet all subcontract requirements including cost, schedule, technical and quality requirements. Leading negotiations, changes and close-out activities, maintaining all required subcontracts records.
  • Manage and report the subcontract performance to the Global Supply Chain Management Cross Business Team and collaborating with the Subcontract Program Manager in managing Subcontract partner performance, using program metrics.
  • Preparation and issuance of Requests for Proposal in support of proposals and program requirements.
  • Reviewing and leading the evaluation of Subcontractor proposals.
  • Ensuring subcontract compliance with public law and Raytheon company policy and procedures, understanding and applying Federal Acquisition Regulations (FAR/DFAR), ITAR and import/export requirements.
  • Evaluating and ensuring compliance with Technical Assistance Agreements and Manufacturing License Agreements.
  • Serving as the contractual advisor for the development of Subcontractor Statement of Work and other CBT subcontract activities.
  • Leading the development of and compliance to Subcontract management plans.



This position requires the eligibility to obtain a security clearance. Except in rare circumstances, only US Citizens are eligible for a security clearance.



REQUIRED SKILLS
  • 10+ years’ experience in Procurement, Subcontracts, Contracts, Engineering, Operations, Manufacturing, Finance, Project Management, Program Management, Supply Chain or Supplier Management
  • Experience with Supply Chain processes and functions
  • Experience working in cross-functional teams or experience with project or program management
  • US Citizenship is required


DESIRED SKILLS:
  • Experience with DOD procurements.
  • Experience with international procurements.
  • Thorough knowledge and experience with Government regulations and Public Laws as they pertain to procurements.
  • In depth working knowledge of FAR and DFAR.
  • Experience in performing cost analysis and negotiation of major subcontracts.
  • Experience with Cost reimbursable and incentive fee subcontracts.
  • Experience with financial analysis and reporting.
  • Program management experience.
  • Background in risk and opportunity management.
  • Experience with EAC’s and EVMS.
  • Ability to work independently.
  • Excellent communication skills, including demonstrated presentation skills.
  • Demonstrated leadership skills.
  • Strong team player, proven problem solver.
  • Ability to travel (Domestic and International).
  • Master’s degree in Business.
  • Computer experience with MS Office (Word, Excel, PowerPoint).
