General Dynamics Information Technology (GDIT) has an opportunity for a COBOL Programmer to join our team supporting CMS ViPS Medicare System (VMS).  In this role, you will work in collaboration with a team of 9 other developers working across the full software development life cycle (SDLC) on the operations and maintenance of the ViPS Medicare System.  You will build and code applications and/or models using various computer programming languages, such as COBOL, JCL tools, Visual Basic, and mid-tier technologies.

  • Work independently as a senior member of the technical staff.
  • Perform analysis of potentially defective code.
  • Perform root cause analysis of confirmed defects.
  • Determine and present solutions for any defects or required system changes and updates.
  • Work successfully with VMS system users to satisfy their questions and concerns.
  • Deliver VMS program solutions that are of high quality.
  • Identify any risks and issues for assigned tasks.
  • Maintains a professional interaction in workplace, both internally and externally.
  • Assist management with any reporting requirements for Senior Management and CMS.
  • Maintains current knowledge of relevant technologies as assigned.
  • Perform Analysis, Design and Programming on VMS Mainframe system.
  • Demonstrates the ability to determine the impact of problems identified.
  • Assists in providing estimates that accurately reflect the work efforts.
  • Designs complete and robust jobflow/tasks for small to medium sized subsystems with a significant level of complexity.
  • Routinely incorporates GDIT standards, methods and structures in the designs.
  • Develops test conditions and writes test plans.
  • Independently tests and verifies the results for simple to complex functions, and develops ways to independently verify the test results.
  • Verifies that changes meet the functional and technical specifications and proves that they do not adversely affect the rest of the system.
  • Assists new or junior members of the team with testing and debugging.


Required Skills and Experience:

  • 5+ years of directly related computer programming experience.
  • JCL Tools:
    • File-Aid/Data Solutions, etc.
  • Experience with COBOL is strongly preferred.
  • Familiarity with System Lifecycle Development practices.

Desired Skills and Experience: 

  • Visual Basics, Java experience.
  • Experience assisting junior technical staff.
  • Understanding of the healthcare industry and/or medicare applications is strongly preferred.
