Description

SAIC is seeking a Financial Analyst to join our team in Washington, D.C.  The ideal candidate will be responsible for providing programming, budgeting and execution support to the Chief Financial Officer (CFO)  and the CFO Staff. Additional responsibilities include:

 

Typical programming and budgeting activities include: Compile information in support of the Intelligence Program Budget Submission (IPBS) and prepare briefing materials/charts to support IPBS budget briefs to ODIN, DoD and OMB; compile information in support of the Congressional Budget Justification Book (CBJB) and prepare briefing materials/charts to support CBJB budget rollout briefs to congressional staff members; and support mid-year and end-of-year reviews. 


Typical budget execution activities include: Prepare monthly budget and finance reports, update the excel workbook with end-of-month financial execution data, request and compile variance explanations for under executing projects, subproject and/or business areas, and populate the monthly budget and finance report; prepare monthly ODNI execution report and create the Execution and Transaction Intelligence Resource Information system (IRIS) data files; prepare congressional quarterly execution report; prepare ODNI mid-year and end-of-year execution review reports and prepare briefing materials/charts to support briefs to ODNI and OMB; compile and prepare annual obligation and expenditure plans. 


Independently review ODNI guidance and/or instructions and respond to ad-hoc tasking to support the CFO team. 


Qualifications

  • Must have 5 years (minimum) Federal/DoD budget experience.  
  • Must have 7 years (minimum) experience using Microsoft Power Point and Excel applications.  
  • Must have a Bachelor's degree (minimum).
  • Must have a TS/SCI security clearance.

Desired Qualifications

 

  • Intelligence Community (IC) budget experience. 
  • Experience with IPBS processes, CBJB processes, performance metrics, IC fiscal formatting, Mission of Interest (MOI), Country of Interest (COI), Counterterrorism Resource Alignment (CTRA), and Homeland Security (HS) data calls and applicable supporting methodology documents. 
  • Experience with IRIS.
