Description

SAIC is seeking an Integration Performance Management Analyst experienced and able to perform Earned Value Management and duties in support of an Intelligence Community Customer.
 
JOB RESPONIBILITIES:
Integrated Performance Management Analyst responsibilities and qualifications include but are not limited to:
  • Apply the principles, theories, and methods of Integrated Performance Management (IPM) and analysis
  • Perform complex analyses of projects/programs which include Earned Value Management (EVM) analysis, program schedule analysis, technical performance metrics analysis, and integrated performance and financial management analysis ensuring effective insight into accomplishment of mission requirements 
  • Apply the 32 EVMS Guidelines
  • Interact with customers and colleagues effectively when resolving problems
  • Exercise sound judgement and discretion
  • Apply leadership skills to develop and train entry and intermediate IMP analysts
  • Demonstrate leadership skills; work independently or as a team lead
  • Conduct assessments on program cost, technical and schedule baselines 
  • Identify key cost, schedule, and technical risk areas and translate the identified risk areas into program schedule and cost impacts
  • Apply communication skills (oral and written) and the ability to communicate complex issues and present results to senior managers and others in a clear and concise manner
  • Support to senior level includes identifying, proving materiality and resolving supplier's identified EVMS deficiencies in a timely manner independent from program advocacy while maintaining constructive and positive relations with all parties
  • Provide IPM training with the ability to perform instruction system design, workforce survey development and implementation, training gap analysis.
  • Provide detailed analysis for/on contractor and subcontractor CPRs and CFSR CDRLs
  • Prepare program budget inputs for Business Management Reports (BMR), Program Management Reports (PMR) , Enterprise Quarterly Reviews and Quarterly Program Reviews (QPR)
  • Conduct analysis on corporate tiers for Quarterly Triannual Reviews, TBO Validation/Pre-validations, CFSR analysis, spend plan analysis and updates, RCAs, MIPRs, invoice validations, GEAC updates, congressional appropriation reviews, creating SOPs for process documentation and cost planning analysis.
  • Provide acquisition support for MSA related activities; Source Selections, CDRL
    preparation for RFPs and cost realism and reasonableness.
  • Create RCA funding documents
  • Support Integrated Baseline Reviews related activities and providing detailed analysis and briefings relating to GPOC assigned IPT
  • Analyze program fiscal budget and access risk exposure based on monthly contract CFSRs

  • Travel for program reviews at contractor sites.

Clearance required to start: TS/ SCI Polygraph


 

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience ; PhD or JD and two (2) years or more experience
