Description

SAIC is recruiting for a dynamic individual to come in as the Director of the SAIC Small Business Program. They will be responsible for the entire program for the organization and will report to the VP of Industrial Base Policy and Government Contract Support Center (GCSC).

Duties & Responsibilities:
  • Serve as the principal advisor to SAIC leadership, customer and solution and technology groups in all small business matters.
  • Have a thorough knowledge of FAR, CFR, DFAR regulations concerning small business utilization and subcontracting. 
  • Develop local procedures consistent with DCMA and SBA policy to implement small business programs.
  • Establish and maintain a systematic outreach program designed to locate businesses eligible under small business programs as sources for current and future needs and assure that opportunities to compete for prime contract and subcontract awards are extended to such businesses.
  • Evaluate and respond, through appropriate channels, to federal government, state and local government, Congressional other inquiries concerning the SAIC small businesses program and utilization.
  • Develop, analyze and submit reports of progress to the SAIC leadership, as appropriate, in implementing small business programs and in meeting goals and objectives established internally and by the DCMA and SBA.
  • Sponsor and participate in government and industry conferences, including, but not limited to: Business Opportunity/Federal Procurement Conferences, Minority Business Opportunity meetings, DoD Regional Councils for Small Business Education and Advocacy.
  • Establish and maintain liaison with local chambers of commerce, industry and trade groups, state and local governments, procurement technical assistance centers, electronic commerce resource centers and other Federal agencies to promote and enhance opportunities for small businesses.
  • Ensure that small business programs are frequently publicized in appropriate media.
  • • Travel and participate in agency-sponsored conferences providing SAIC visibility to clients and to perform outreach to new small businesses to obtain goals established by the FAR.
  • Manage and monitor the SAIC Small Business Mentoring Protégé Program that is consistent with the SBA, DOD and other agency Mentor-Protégé Programs.
  • Manage the SAIC Small Business Community of Practice (SBCoP) providing periodic training, briefings and communication of industry small business utilization, procurement and regulatory updates and changes. 
  • Assist in business development and capture management activities in developing small business utilization strategy for proposed acquisitions. Provide guidance, review and approval of small business participation ad utilization plans for acquisition responses.
  • Assist proposal and contracting activities in locating sources for critical supply and service requirements for which limited or no known sources exist.
  • Assist proposal and contracting activities for proposed acquisitions for small business set-asides and other preferential program opportunities.
  • Provide information to small businesses concerning business assistance available from SAIC and other Federal agencies.
  • Act as ombudsman and coordinator within the activity in responding to complaints and resolving problems encountered by small businesses in performing on SAIC contracts.

Other Areas of Responsibility: 
  • Assist the SAIC Compliance Office and SBLO as a small business subject matter expert in all matters involving DCMA small business and SBA representatives. Develop cooperative relationships in reviewing proposed contracting actions, Certificate of Competency cases, subcontract plan compliance reviews and in all other actions involving the SBA.
  • Assist the SAIC Compliance Office and SBLO with preparation for small business program  review by the DCMA or SBA in all areas of the small business program.
  • Assist SBLO in determining the acceptability of small business subcontracting plans submitted by SAIC as a prime contractor. As appropriate, participate in the negotiation of an acceptable plan.
  • Assist the SBLO as necessary in monitoring performance – It is the responsibility of the SBLO to review and understand the content of the Subcontracting Plan – this is SAIC’s contractual commitment to the Government or another prime contractor to fulfill the requirements of FAR 52.219-9.  

Qualifications

Experience and Skills Required:
  • 10-15 years of experience in the government and/or public/private sector industry
  • 5-10 years of experience in government and/or state and local government small business or supplier diversity programs
  • Bachelor’s degree in Business, Political Science, Government Affairs or related field.
  • Excellent communication, interpersonal and negotiation skills
  • Excellent time management, organizational skills and resourcefulness
  • Accuracy and ability to work independently
  • Initiative, detail-oriented, self-starter and ability to anticipate program needs
