The Marketplace Testing Support Team (MTST) provides independent testing of the systems that comprise healthcare.gov, enabling Federal and State-Based health insurance Marketplace operations.

The Eligibility Business Analyst provides Marketplace eligibility or Medicaid eligibility expertise to analyze CMS Marketplace requirements for healthcare.gov system functionality in order to inform the MTST team’s independent testing activities, and provides guidance on test design and data. Eligibility expertise may include household composition factors, coverage changes, income factors, and financial assistance parameters.

This is a senior role that will consult to multiple teams within the MTST program to ensure that test approach, scenarios, test cases, and test data accurately reflect Marketplace eligibility and operations policies and procedures. The Eligibility BA participates in requirements sessions, analyzes requirements and design documentation, reviews test artifacts (scenarios, test cases, test data), and provides training to team members on Marketplace eligibility policy and requirements.

Candidates must meet ALL of the following requirements:

  • Experience with eligibility policy for Federally Facilitated Marketplace (FFM) or State-Based Marketplaces on the Federal Platform (SBM-FP); OR Medicaid eligibility expertise.
  • 8+ years’ experience with Federal or State Marketplaces OR Medicaid eligibility policy and operations.
  • Business Analyst experience

  • Knowledge of Marketplace policy, workflows, data, and operations
  • SEP eligibility / verification
  • Documentation workflows and requirements: Data Matching Issue (DMI), Special Enrollment Period (SEP) Verification Issue (SVI)
  • Financial assistance eligibility: Advance Premium Tax Credit (APTC), Cost Sharing Reduction (CSR)
  • Consumer, Agent/Broker workflows
  • Issuer workflows
  • BAR process
  • Household composition and other coverage changes
  • Software testing experience
