Job Summary
The DPW Manager Sr provides strategic direction and supervision for all public works operations and maintenance of all assigned systems and infrastructure for the municipal or FOB/Base Camp of assigned program.
Principal Accountabilities
  • Sets high and challenging productivity and quality standards for self and work group; encourages new ideas and work methods to lower costs and increase productivity, efficiency, quality and safety.
  • Oversees the infrastructure of the municipal or FOB/Base Camp
  • Evaluate public works requirements and participates in short-term and long-term planning
  • Provides all required DPW reports as directed.
  • Coordinates all scheduled service interruptions with the base camp leadership and reports interruptions to senior management.
  • Coordinates and informs all DPW and O&M with base camp leadership for Master Schedule of Work (MSOW)
  • Responsible for maintenance, repair, minor construction and operation of public works to ensure cost effective and reliable support.
  • Responsible for the daily operation, periodic testing, and maintenance of Water Treatment Plant (WTP) and Waste Water Treatment Plant (WWTP), if applicable to the Program.
  • Responsible for the operation and maintenance of the heating and cooling systems (HVAC) to ensure proper temperature and humidity for critical areas.
  • Coordinates and administers contracts in assigned areas of responsibility.
  • Identifies all infrastructure work required to include, pavements, signage, traffic control, water distribution, storm sewer systems, waste water, natural gas, oils/lubricant system, electrical distributions, power generators, lighting etc.
  • Provides recommendation for building, remodeling, upgrading and coordinating public transportation, street, light and park’s planning and design, conducting environmental studies and preparing master plan.
  • Monitor inter-governmental actions affecting public works.
  • Ensures a high degree of customer satisfaction by quality on time performance and best return for their investment.
  • Delegate projects and tasks to the operations personnel to maintain an acceptable back-log of work orders, work is properly distributed, and all personnel are being exposed to the various functions in the plant thus increasing the experience level of the staff.
  • Support the HSE Specialist to ensure the facility environmental compliance, including the preparation of quarterly and annual reports. Interface with consultants, as needed, in the completion of environmental projects.
  • Support the Project in the completion of all facility reporting requirements including environmental, safety, budgeting, and plant performance.
  • Performs other qualified duties as assigned.

Knowledge & Skills

  • Understand budgets, bid proposals, contract evaluation, basic accounting principles, plant economics and Power system operations.
  • Will write routine reports, solve practical problems, clearly communicate tasks and needs, and train other personnel.
  • Knowledge of business practices and procedures plus facility planning management.
  • Knowledge of the functions and operations of major U.S. agencies.
  • Excellent supervisory, leadership, planning, decision making and scheduling skills.
  • Detail oriented with the ability to handle multiple tasks independently.
  • Effective oral, written and interpersonal skills
  • Knowledge of various computer applications including Microsoft Office.
  • Additional knowledge/skills may be required by contract or assignment.

Experience & Education

  • Bachelor’s degree in an associated discipline preferred. 
  • Ten plus (10) years’ experience in a facilities maintenance, base camp maintenance, or related field with a minimum of four years in a supervisory or management position or a position in which there was oversight and delegation of tasks associated with completion of projects.
  • Additional experience/education may be required by contract or assignment.

Physical Requirements/Working Environment

  • Assigned to overseas locations where living and working conditions at assignment location could be remote and uncomfortable, with long hours, exposure to weather, dust, and hazardous/harsh conditions.
  • Ability to travel domestically and internationally.
