Resource Manager


You will be responsible for supporting the effective resourcing of KBR bids and projects across GS EMEA by effective allocation of resources and supporting the Capacity and Strategic Resourcing plans, and executing against those.

You will support the effectiveness of KBR resources through:

Resource Management: Developing a relationship with and knowledge of GS EMEA staff in the UK and in the Middle East in order to maximize their effectiveness and as an input to resource planning and allocation. Work closely with Business Acquisition, Business Development and Operations to ensure proper visibility and communication into resource needs on a regular basis, with a focus on forecasting.

Resource Allocation: Responsible for identifying and securing the deployment of appropriate resources to projects based upon resource availability, capability, behaviours and business needs. Also responsible for tracking and reporting on future resource needs to support business strategy, market forces and proactively acting upon allocation challenges.

Recruitment: Identify external resource needs and secure JDs and requirements from projects. Decide upon candidate sourcing/identification through HR, previous candidate databases, LinkedIn, external agencies etc. Work with HR to devise recruitment approach, monitor and track progress against resource requirements, intervene and direct where changes are needed to secure suitable candidates.

Resource Development: Support management of the graduate and early careers schemes aimed at developing professionals across the various Capabilities (including PM, Procurement, IT, Project Controls etc).

In particular supporting rotational and development opportunities in conjunction with the appropriate Capability and Business Leads.

Working with Operations and discipline leads to identify resource strengths and weaknesses, training requirements and skill gaps to ensure proper staffing and secure freelance resources as needed.

Resource Capacity Planning: Work in tandem with Capability Leads to select and confirm tactical resource decisions be it an internal resource allocation or recruitment. Provide leadership in directing where strategic appointments are needed to support business strategy

Specific Job Responsibilities

  • Own and manage resource requests for GS EMEA by validating requirements and identifying candidates. Review and agree JDs and open position requirements.
  • Resource planning, sourcing and utilization management and make staffing recommendations in concert with Operations, Project Managers and Capability Leads.
  • Propose staffing options to project assignment needs that align with skills, professional goals and/or staffing preferences.
  • Advise delivery team on how best way to engage in the resource management processes and recommend improvements for efficiency.
  • Utilize and develop all available Resource Management tools to; capture and communicate resource needs, identify candidates and develop staffing solutions for open positions. Including use of workflow within TALEO to improve efficiency and consistency of open position tracking
  • Maintain staff database / Man Power Plan to understand current and future resource requirements in the UK and the Middle East.
  • Understand the resource utilization factors and movements in the resource capability and structure. Promote collaboration between Leatherhead and Middle East projects.
  • Resolve staffing conflicts to the satisfaction of all parties, which may include identifying alternatives and negotiating with delivery teams, discipline leads and resources.
  • Escalate high-risk resource challenges to Operations and discipline leadership, as appropriate.
  • Actively maintain one-on-one relationships with GS EMEA resources in order to understand resources career goals, preferences and training requirements.
  • Update and manage Resource Management reporting. Including RM feed into Power BI monthly reporting metrics.
  • Primary interface point to E&C Discipline Managers to facilitate sharing of resources across GS / E&C / Granherne for mutual benefit. Responsible for temporary and permanent resource moves as agreed between the businesses
  • Support Early Careers and Graduate Scheme appointments and rotational placements, as well as improvements.
