Position Title: Program Controls Manager (Reporting)
About the Position
Were seeking a Program Controls Manager (Reporting) to support large, complex heavy-civil infrastructure programs, including highways, roads, bridges, transit (rail and bus), and aviation projects delivered through both traditional and alternative methods. This role is responsible for leading program-level reporting strategy, managing enterprise and program reporting functions, and ensuring reporting outputs support timely, informed decision-making across executive leadership and stakeholder groups. The position also supports project-level reporting activities as needed and serves as a liaison with financial and functional teams to support reporting alignment across the broader program.
This is a long-term, full-time, on-site (4-5 days per week in office) located in Sacramento, CA.
Responsibilities may include, but are not limited to, the following:
- Develop, maintain, and enforce reporting policies, plans, procedures, and workflows related to scope, cost, and schedule reporting.
- Define, develop, and maintain enterprise and program-level reporting structures, including recurring monthly, quarterly, annual, and executive reporting deliverables.
- Provide strategic direction and oversight for all reporting activities to ensure information is accurate, appropriately prioritized, audience-focused, and delivered on schedule to support key decision-making.
- Assess opportunities to improve reporting processes, efficiency, automation, and visualization capabilities through Power BI and similar reporting tools.
- Coordinate with multiple project teams and functional groups to gather reporting inputs, perform quality control reviews, and ensure timely delivery of programmatic reports to executive leadership, boards, committees, and stakeholder groups.
- Partner with cost, risk, and schedule teams to compile and produce integrated reporting covering program progress, cost performance, cash flow, earned value, risk, schedule performance, and other key project controls metrics.
- Develop, maintain, and communicate the program reporting calendar, including key milestones and reporting deadlines.
- Prepare, coordinate, and present recurring program reports and leadership-facing reporting materials, including board and executive reporting deliverables.
- Collaborate with functional teams and stakeholders to ensure reporting outputs align with operational expectations, business requirements, and decision-making needs.
- Provide quality assurance and governance oversight of reporting deliverables to ensure consistency, clarity, accuracy, and alignment of key messaging across reports.
- Lead, manage, mentor, and develop reporting personnel within the Program Reporting function, including workload management, performance oversight, and professional development support.

Minimum Qualifications
- Bachelors degree in construction management, engineering, business management, or project management, or related field, or equivalent combination of education and experience.
- 7+ years of progressively responsible work experience supporting and leading reporting functions for large, complex, publicly funded heavy-civil transportation or transit infrastructure programs.
- Demonstrated experience producing project-level and program-level reporting deliverables, including executive, board, or leadership-facing reporting.
- Experience developing, implementing, and maintaining reporting strategies, methodologies, processes, and workflows at the program level.
- Experience creating or revising reports to improve reporting clarity, effectiveness, actionability, and stakeholder usability.
- Experience leading, managing, mentoring, or motivating reporting or project controls teams on large and complex infrastructure programs.
- Knowledge of project management, project controls, document control, data management, business processes, and reporting presentation practices.
- Ability to coordinate, collaborate, and communicate effectively with internal departments and external stakeholders to support timely and consistent reporting deliverables.
- Experience using Power BI or similar data analytics, dashboarding, or reporting visualization tools to support executive and program-level reporting.
- Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).
Preferred Qualifications
- Masters degree in construction management, engineering, business management, or project management.
- Experience supporting integrated project controls environments involving cost, schedule, and risk reporting functions.
- Experience using Primavera P6, TILOS, MS Visio, and/or related project controls and reporting tools.
Compensation Details
Expected Salary: $140k-$220k/year ($67-$105/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidates level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
