This is a senior-level policy & systems role, rather than a coordination role — it’s a strategic policy leadership position at the heart of Jordan’s early grade education reform agenda.
As Education Policy Advisor, you’ll serve as a trusted thought partner to senior leadership, providing high-level technical expertise and policy counsel while helping steer some of the country’s most consequential education reforms. You’ll work directly with government decision-makers, donors, universities, and civil society to translate evidence, global best practice, and political reality into reforms that actually move systems.

What You’ll Lead
- Drive national policy reform initiatives across teacher preparation, licensing, higher education governance, and accountability — aligning timelines, stakeholders, and strategy as priorities evolve
- Provide technical leadership to consultants and partner organizations, setting direction, reviewing outputs, and ensuring rigor, relevance, and quality
- Shape policy narratives by authoring and guiding high-impact briefs, technical papers, and strategic communications for senior government audiences
- Track reform progress across systems, identifying risks, opportunities, and course corrections to keep efforts strategically aligned
- Convene and lead high-level working groups and steering committees, building trust and momentum across ministries, universities, and partners
- Benchmark global best practices — including teacher licensing, higher education reform, and AI-readiness — and translate them into Jordan-specific solutions
What You Bring
Education & Experience
- Master’s degree in education, public policy, international development, or a related field
- 8+ years of experience in education policy, public sector reform, or systems strengthening
- Strong preference for experience in Jordan or the MENA region
Policy & Systems Expertise
- Deep familiarity with Jordan’s education system, particularly teacher preparation, licensing, higher education governance, or school accountability
- Proven ability to synthesize complex research and policy analysis into clear, actionable guidance
- Experience managing consultants, research partners, or policy organizations to deliver high-quality outputs
- Demonstrated success engaging senior government counterparts in complex, politically sensitive environments
Professional Skills
- Exceptional writing, analytical, and strategic communication skills
- Strong cross-cultural judgment and relationship-building ability
- Experience with donor-funded education programming and policy cycles
- Diplomatic, discreet, and effective in navigating institutional and political nuance
- Familiarity with education quality assurance, workforce development, or higher education reform a plus
