Essential Job Functions:  

The Coordinator, Judicial Services & Information Privacy (JSIP) is responsible for the full performance level of work, to ensure appropriate and consistent Judiciary-wide promotion, implementation, and execution of Judicial Services and Information Privacy (JSIP) to include but not limited to: implementation and evaluation of processes developed under the Judge Andrew F. Wilkinson Judicial Security Act, serve as the primary contact for the law clerk program, and serves as backup to the Program Manager, JSIP. 

This position provides technical assistance, direction, training, and guidance on judicial services, information privacy, benefits, and Judiciary Financial Disclosures. The position performs confidential and sensitive work in a variety of HR program areas in accordance with applicable legal and technical guidelines, rules, regulations, policies, and standards. 

The work may require travel throughout Maryland to perform on-site visits at the Judiciary and other locations.

Essential Duties and Responsibilities:

Law Clerk Appointments

Consults with Judges, judicial assistants, and law clerks to ensure a smooth transition between incoming and outgoing law clerks. Maintains a tracking and follow-up system to ensure that outgoing law clerks are removed from payroll and not overpaid. 

Coordinates recruitment efforts for law clerks, including consulting with judges and judicial assistants, visiting law schools, or providing information to them, and pursuing other advertising avenues as needed. Processes background checks for new law clerks and discusses any negative results with chambers. 

Coordinates, plans, and conducts law clerk onboarding sessions. Reviews and distributes policies and procedures that pertain to law clerks. Provides the Identification Badge request form and instructions. 

Requests, reviews, and monitors the completion of new-hire onboarding documents, including employment eligibility verification (Form I-9), confidentiality agreements, and employment contracts. Reviews documents for accuracy and completeness and ensures that Judiciary, State, and Federal Guidelines are met. Monitors a tracking and follow-up system for incomplete or inaccurate documents. 

Maintains law clerk personnel HR files, medical files, I-9s, and terminated employee files, and ensures compliance with the records retention schedule. 

Ensures the law clerk's salary increases are received in accordance with Bar Admissions. 

Judicial Services 

Contributes to process development and implementation of programs developed within JSIP but not limited to, the home security systems reimbursement program. Reviews forms for completion and accuracy in accordance with the Maryland Judiciary policy. Processes reimbursements through the Judiciary's financial management system (GEARS). Maintains and tracks enrollment records for reporting and analysis. 

Assists with providing information and enrolling protected individuals in data scrubbing services.

Manages the judicial intern process. Processes background checks, obtains appropriate paperwork, and completes the intern checklist. 

Assists with the financial disclosure process for justices, judges, magistrates, commissioners, and judicial appointees. Monitors financial disclosure statements. Assists filers as needed. Reviews filings to remove private information and verifies the information in the filing system. 

Assists with coordinating, planning, and conducting judicial onboarding sessions.

Information Privacy 

Ensures the protection of personal information of judicial personnel files pursuant to the Judge Andrew F. Wilkinson Judicial Security Act. Assist with the shielding and the address confidentiality programs under the Office of Information Privacy (OIP). Maintain data and analyze notifications and tracking of government entities and persons that publish personal information. 

Reviews all applications for eligibility, completeness, and accuracy. Searches all governmental agency sites for published personal information in accordance with the Wilkinson Security Act and program policies.  Communicates with protected individuals on findings and notifies agencies of the removal request of all published personal information. Works with governmental agencies on compliance to the Act and communicating with protected individuals on inquiries, status, and results. 

Reviews OIP audit findings on additional personal information identified after the initial removal and addresses them with the governmental agencies to ensure removal and compliance.

Assists with unshielding requests from Protected individuals and then re-shielding once the transaction justifying temporary unshielding is complete.

Monitors the OIP email account and processes requests. 

Assists with judicial benefits and retirement inquiries, seminars, onboarding, and meetings as needed. 

Assists with the planning and coordination of HR-hosted events, including but not limited to the Judges Pre-Retirement Seminar, HR Connections Seminar, and other employee engagement initiatives.

Assists in gathering data and information for leadership or information requests.

Minimum Qualifications:

Education: Bachelor's degree from an accredited college or university.

Experience: Two (2) years of professional work experience in the fields of human resources, court operations, or legal.

Note: Professional work experience as defined above may be substituted on a year for year basis for up to four years of the required education

 

Knowledge, Skills, and Abilities:

Knowledge of:

The Maryland Judiciary, including rules, policies, procedures, and structure.

Federal and state privacy laws, including the Judge Andrew F. Wilkinson Judicial Security Act.

The Judiciary Home Security System Reimbursement Program and Data Scrubbing services.

The Judicial Financial Disclosure procedures.

The Judicial Nominations Commission procedures. 

The Judicial Appointments, Elections, and Reappointment process. The provisions of the Judiciary policies, rules, and regulations.

Federal and state personnel and equal employment opportunity laws.

 

Skill in:

The use of human resources information databases.

Ability to:

Operate a personal computer.

Work in MS Office/Word, Excel, PowerPoint, and SharePoint programs. 

Comprehend, interpret, and apply complex, technically oriented laws, regulations, rules, and policies.

Physical Requirements:

Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
