Main Purpose of the Role:  

The MDOR Specialist (Maryland Online Resolutions) will oversee and manage the new software platform that will allow traffic defendants to plead guilty with an explanation online, as well as participate in mediation for small claims cases.  This position will monitor activity in the platform and report issues related to the software.  This position will review success of the platform, collect and prepare statistical reporting, review survey feedback, make recommendations for improvements, respond to issues reported in the system by users, prepare tickets for issues.  The position is responsible for acting as a liaison with the field staff regarding system updates, operations issues, and public questions.  This position will fill the role of the case manager for traffic cases and assist in configuring system functionality.

 

Essential Duties and Responsibilities:

Monitors activity in the MDOR platform to ensure sure that correct information is being reported from the case management system to the MDOR system.

 

Responds as the Case Manager to inquiries from users that are submitted through the MDOR platform. Problem solves issues that can be fixed, and report issues that are technical through both service now and JIRA. 

 

Prepares statistical reporting on both usage and user feedback on a monthly basis, including a review of success factors. 

 

Prepares and updates system documentation for both internal and external users, as well as send this information for publishing both on the public website and internal website.

 

Trains staff on the operations processes both remotely and in person.

 

Assists in other projects and duties as designated by the Operations Assistant Chief Clerk and Deputy as assigned. 

 

Minimum Qualifications:

Education:  High School Diploma (or GED equivalent)

Experience: Six years of general clerical experience, four of which must have been in a legal setting or trial court to include court case flow management and documentation experience.

Preferred:  Three years of experience working in a court setting.  Three years of experience using the MDEC system, software applications like Microsoft Word and Excel.

 

Knowledge, Skills, and Abilities:

Knowledge of:

Knowledge of office practices, procedures, systems and equipment needed to support the specialized work of the District Court. 

MDEC case management systems, MDOR system, Microsoft Word, Excel, Email

Knowledge of Judiciary policies, procedures, and forms. 

Knowledge of courtroom procedures. 

 

Skills in:        

Technology skills should include networking, PC management, and data management. Training and communication skills. 

Research and data analysis to include compilation of statistics. 

 

Ability to:

Evaluate information to determine the best course of action to solve problems. Ability to write clear and concise instructions for both internal and external users.  Ability to communication to a wide variety of people in a professional manner.

Ability to resolve unusual situations in accordance with established procedures or assist the supervisor/lead in resolving cases requiring deviation from standard procedures. 

Ability to communicate clearly to superiors, staff, and the public. 

Ability to operate a personal computer or terminal. 

Ability to recommend modification to improve procedures and practices. 

Ability to deal tactfully and impartially with attorneys and the public often under stressful circumstances. 

Ability to learn new systems. 

Some travel throughout the state, as needed.
