Essential Job Functions:
The Unified Communications Engineer is responsible for supporting, maintaining, and enhancing the Maryland Judiciary?s Unified Communications infrastructure, ensuring secure, compliant, and seamless communication across platforms. This role focuses on enterprise-grade collaboration and telephony solutions?including Microsoft Teams, Cisco Call Manager, Zoom for Government, and various AV systems?while applying deep technical knowledge, troubleshooting skills, and security awareness in a regulated environment. This position collaborates with cross-functional teams to deliver high-quality service, manage complex integrations, and support mission-critical communications across the organization.
Monitor and troubleshoot unified communication services (AV System, VOIP, IM, Video Conferencing, and webinar services).
Configure and deploy Unified Communications infrastructure.
Interact with other UC, network, and project management team members to complete requirements and project milestones.
Documentation, asset management functions and general housekeeping.
Support end users & consult users on new video applications and determine how to adapt systems to accommodate these applications.
Coordinate with vendors to learn about future and existing technologies.
Minimum Qualifications:
Education: Bachelor?s Degree from an accredited college or university.
Experience: Three (3) years of professional experience in telecommunications and/or unified communications engineering.
Note: Additional related work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.
Licensing: Valid Drivers license to operate a State fleet vehicle for intra-state travel.
Knowledge:
Microsoft Teams Platform ? Comprehensive knowledge of Microsoft Teams, including architecture, administration, collaboration tools, and voice/video services as they relate to secure and compliant enterprise communication environments.
Unified Communications Systems ? Strong knowledge of enterprise UC platforms including Microsoft Teams, legacy Skype for Business systems, and integration with VoIP, PSTN, and video conferencing solutions.
Microsoft 365 and Azure Ecosystem ? Understanding of Microsoft 365 services (e.g., Exchange Online, SharePoint, OneDrive) and their integration with Teams, as well as foundational knowledge of Azure Active Directory for identity and access management.
Direct Routing and Telephony ? In-depth knowledge of Direct Routing, SBCs (Session Border Controllers), SIP trunking, and hybrid telephony environments within highly secure and regulated environments.
Security, Compliance, and Governance ? Awareness of judiciary-specific compliance requirements (e.g., CJIS, FedRAMP, HIPAA where applicable) and how Microsoft Teams can be configured to meet those needs through retention policies, eDiscovery, DLP, and auditing.
Networking for UC ? Knowledge of enterprise networking concepts (QoS, firewall rules, NAT, DNS, bandwidth management, etc.) and their impact on real-time UC traffic.

Skills:
Microsoft Teams Administration ? Skilled in configuring, managing, and supporting Microsoft Teams using Teams Admin Center and Microsoft PowerShell, including policy creation, user provisioning, and Teams governance.
Technical Troubleshooting ? Proficient in analyzing and resolving complex UC and Teams-related issues using diagnostic tools such as Teams Call Quality Dashboard (CQD), Call Analytics, and network monitoring platforms.
PowerShell and Automation ? Ability to script and automate tasks related to Teams and Microsoft 365 administration to improve efficiency and consistency.
Documentation and Knowledge Transfer ? Capable of producing high-quality technical documentation, system diagrams, and knowledge base articles tailored to internal IT and Judiciary end-users.
Vendor and Integration Management ? Experience working with third-party UC vendors (e.g., HP/Polycom, Zoom, Cisco), integrating them into VOIP and Microsoft Teams ecosystems, and managing interdependencies.
Change and Release Management ? Skilled in participating in or leading change control processes to ensure the stability and compliance of UC systems in an enterprise Judiciary IT setting.
Effective oral and written communication skills to communicate technical terms and solutions to non-technical users.
Working with individuals of all levels in an organization.

Problem Solve in Regulated Environments ? Ability to troubleshoot and resolve UC issues in environments where security, privacy, and operational continuity are paramount.
Cross-Functional Collaboration ? Proven ability to work with infrastructure, security, customer services, and case management teams across the Judiciary to deliver integrated and secure communications solutions.
Effective Communication ? Strong interpersonal and written communication skills to convey technical information to both technical and non-technical Judiciary stakeholders.
Security and Confidentiality Awareness ? Demonstrated understanding of handling sensitive information with discretion, and ensuring systems adhere to Judiciary Information Systems? data protection standards.
Project and Time Management ? Ability to support and lead UC-related projects such as Teams telephony rollouts, tenant upgrades, or collaboration tool migrations within judicial deadlines.
Continuous Improvement and Learning ? Commitment to ongoing professional development, including staying up to date with evolving Microsoft Teams features, compliance changes, and UC best practices relevant to the Maryland Judiciary.
Support high-level meetings while providing technical support and at time running the meeting.
Prioritize tasks and projects to meet deadlines when emergency arise.
Physical Requirements:
Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Safety Precautions: As systems are located in various areas such as high on a wall, in a ceiling or in a small space the UC engineer would need to take precautions to ensure they are safely accessing the system whether that be checking a ladder they are using or ensuring the equipment won?t fall or drop when working on it.
Equipment, Machinery and Tools:
Laptop, tablet, phone, valid driver?s license and ability to operate a State fleet vehicle, hand tools, ladders and tools to troubleshoot UC issues.
Software and Computer Skills:
ServiceNow for asset management, incident response, and change planning. SharePoint for documenting and collaborating system information. Microsoft Teams for communicating with peers and customers. Zoom for testing and assisting with questions or issues reported. Bomgar for troubleshooting and installing software on internal PCs.
