Main Purpose of Role:
The Director of Case Management & Data Excellence will lead a multi-year, Judiciary-wide effort to transform how the Maryland Judiciary collects, manages, and standardizes court data. This role blends strategic vision and program leadership, working closely with local circuit courts, data governance and research teams, and technical partners to improve data quality, streamline and standardize key business processes, and expand reporting capabilities to improve caseflow efficiency and strengthen public confidence in judicial data. The Data Integrity and Quality Assurance Analyst and court-based Data Quality Analysts report to this position.
Essential Duties and Responsibilities:
Strategic Leadership & Program Management
- Create a multi-year roadmap for data quality, standardization, and reportability initiatives across circuit courts and case types. Analyze current systems and processes, identify gaps, and incorporate plans into the roadmap.
- Define program goals, milestones, performance metrics, budgets, and resource plans.
- Implement multi-year roadmap with primary focus on ensuring value at the local court level to gain standardization and data quality at both the jurisdictional and the statewide/aggregate level.
- Build a data-excellence focused culture through training, engagement, communication, and collaboration for judicial officials, clerks, managers, and judiciary staff.
Business Process Standardization
- Manage the development and implementation of court business process standards to ensure consistent, accurate, and timely data capture across circuit courts and in alignment with District Court processes.
- Oversee the creation or support of developing policies for data collection, validation, access, and change control.
- Ensure alignment of key local business processes to create unified practices to support data standardization.
- Vision, coordinate and oversee the implementation of data quality control functions at circuit courts.
Case Management Data Quality
- Oversee the design and implementation of innovative case management data quality processes: automated validation, issue tracking, remediation workflows, and recurring audits.
- Facilitate the implementation of master data management best practices at local courts to improve data consistency.
- Prepare recommended policy changes for senior judicial leadership and MDEC-related committees and workgroups.
- Ensure all court case management workflow and data entry practices comply with applicable Maryland Rules, statutes, and data governance policies. Ensure compliance with statutes regarding confidentiality and access.
Cultural Transformation
- Build a data-excellence focused culture through training, engagement, and collaboration with judicial officials, clerks, administrative heads, and judicial staff.
- Lead change management efforts to support court adoption of standardized practices, including proactively managing concerns, setting clear expectations, supporting teams, and reinforcing accountability.
- Serve as liaison to circuit courts on data reportability and business process standardization.
Stakeholder Engagement & External Partnerships
- Serve as the Judiciary's leader on data excellence projects with other judiciary departments, research and governance groups, vendors, and national court data initiatives.
- Build strong relationships with circuit court leadership, judiciary staff, and District Court leaders to understand existing workflows and operational projects.
- Responsible for the maintenance of statewide reference tools that educate and guide internal court users on data quality and standardization practices.
Minimum Qualifications:
Education: Bachelor's Degree from an accredited College or University.
Experience: Experienced executive leader with a strong background in strategic planning, cross-functional collaboration, program oversight, data management, process improvement, and team leadership within complex organizational environments. Circuit Court experience preferred.
*Note: Related work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.
Knowledge, Skills, and Abilities:
Knowledge:
- Knowledge of legal and regulatory requirements related to case management, data quality, confidentiality, and compliance
- In-depth understanding of case management and data excellence principles, policies, and standards, with a focus on judicial or legal data.
- Best practices of data management.
Skill in:
- Exceptional communication and interpersonal skills to effectively collaborate with diverse stakeholders.
- Advanced problem-solving skills with the ability to address data quality issues and implement corrective actions.
- Experience in a data governance role, preferably within a legal or judicial context.
- Experience overseeing case management initiatives and collaborating with data management specialists.
- Training or certifications in data governance practices and methodologies.
Ability to:
- Develop, implement, and enforce case management and data governance policies and standards effectively.
- Demonstrated ability to oversee data quality assessments, ensuring the accuracy and reliability of judicial data.
- Capacity to lead and manage a team, assigning tasks based on individual strengths and project requirements.
- Continuous professional development in emerging trends and advancements in the field of data governance.
- Travel occasionally across the state of Maryland to various courts based on business needs.
